Job description

The GIS Analyst is responsible for developing, implementing, and maintaining the City's GIS system and related data; to analyze GIS data for mapping and report preparation; and to perform related professional and technical work as required. This individual also works with the Director of Technology in completing projects and assigned duties and performing advanced technical work.

ESSENTIAL FUNCTIONS

  • Analyzes GIS technology requirements of City departments; develops plans to implement new or modified technology to help meet departments' needs.
  • Develops and maintains GIS data resources for public access. Assists with data collection using GPS and ESRI.
  • Digitize, create, maintain, display, and update GIS databases, maintains data integrity & accuracy specifically in an Enterprise system.
  • Evaluates implementation requirements, and recommends resources needed. Designs and implements custom applications both for the desktop and the internet to ensure the desired end results.
  • Designs and produces both simple and complex analytical GIS procedures to meet established needs; tests applications to ensure the desired end results.
  • Creates new data using GPS and aerial photography.
  • Analyzes GIS data and databases; provides statistical analysis in the form of reports and maps to be used for City-wide planning and decision-making.
  • Develops, implements, and maintains Internet mapping service.
  • Produces accurate maps and other representations of data for public use and field work activity.
  • Ensures accurate data by conducting field and site visits as necessary.
  • Records and documents details of map updates, additions, or deletions.
  • Creates graphics for presentations, printed materials, etc., using computer-aided technology.
  • Plans and provides training in the use of GIS for City staff.
  • Provides installation, troubleshooting and technical support for City GIS and other software and hardware systems; provides weekday, after-hours, and weekend primary support for GIS systems.
  • Contacts vendors to resolve technical problems as necessary.
  • Maintains inventory of GIS system hardware and software.
  • Receives and responds to inquiries, concerns, and complaints in areas of responsibility.
  • Performs general administrative/clerical work as required, including but not limited to preparing reports and correspondence, entering, and retrieving computer data, copying and filing documents, attending meetings, answering the telephone, etc.
  • Attends training, seminars, and conferences as appropriate to enhance job knowledge and skills.

QUALIFICATIONS

  • Bachelor’s degree in GIS, Environmental Science, Geography, or related field 3-5 years of experience with ArcGIS. GISP preferred.
  • Valid state driver’s license or the ability to obtain a valid State of Georgia driver’s license.
  • Must be proficient with Esri products including but not limited to: ArcGIS Pro and ArcGIS Online and in data visualization with extensions, Network Analyst, 3D Analyst, and Spatial Analyst.
  • Must be able to manage non-Esri or open-source software includes AutoDesk, AutoCAD, GRASS, CARTO, and Mapbox.
  • Local government experience is preferred.
