Senior Project Manager | Water Resources

We are actively seeking a Senior Project Manager | Water Resources in our Allentown, PA office. As a Senior Project Manager with HRG and a focus on water resources and stormwater, you will lead complex projects from planning through construction, serve as a trusted client advisor, and mentor technical staff while ensuring quality, compliance, and financial performance. This role is ideal for an experienced leader who is passionate about delivering high-quality water resources and public infrastructure solutions for municipal and authority clients.
Key Responsibilities:
  • Lead and manage water resources projects, including stormwater utilities, flood mitigation projects, pollution reduction plans (PRP), MS4 permits, and related public infrastructure
  • Provide oversight and QA/QC of technical designs, studies, and reports to ensure accuracy, constructability, and regulatory compliance
  • Develop, administer, and oversee construction contracts throughout bidding, construction, and closeout
  • Manage project budgets, forecasting, contract execution, and financial performance to meet profitability targets
  • Serve as the primary point of contact for Municipal and Authority clients, building strong relationships and ensuring a high level of client satisfaction
  • Support permitting and compliance efforts with agencies including PADEP, USACE, FEMA, and PennDOT
  • Provide technical guidance, mentorship, and direction to project teams and support professional development

Requirements:
  • Bachelor of Science in Civil Engineering or related degree
  • Pennsylvania Professional Engineer (PE) license
  • 10+ years of experience managing water resources and Municipal/Authority infrastructure projects, including stormwater systems, roadways, utilities, and construction administration
  • Experience serving as a primary client contact for Municipal or Authority clients, including public meetings and project presentations
  • Familiarity with regulatory permitting and compliance (PADEP, USACE, FEMA, PennDOT) and related plan/ordinance review
  • Ability to manage project scope, schedules, budgets, and contracts from planning through construction
  • Strong communication and leadership skills with a collaborative, client-focused approach
  • Effective utilization of common business platforms such as Microsoft Office Suite, virtual meeting tools, project management systems, stormwater-related analysis/design software, etc.
  • Flexibility to travel to job sites, meetings, and other offices as necessary, which may include overnight stays
  • Valid US Driver's License is required
  • Legal authorization to work in the U.S.
