Job description

Position Overview
Essnova Solutions is seeking Emergency Management Subject Matter Experts at multiple experience levels to support FEMA's National Training and Education Division and Training Partners Program.
Candidates may be considered for one of four SME categories based on education, relevant experience, technical expertise, and the level of independent responsibility demonstrated.
Responsibilities
  • Provide expert evaluation, consultation, guidance, and direction within specialized areas of emergency management.
  • Advise project teams, customers, and government officials regarding processes, technical content, and deliverables.
  • Provide insight into strategic intent, process visioning, and operational-performance issues.
  • Develop and contribute technical or program content.
  • Identify relevant best practices.
  • Translate specialized subject-matter terminology for different audiences.
  • Present recommendations verbally and in writing.
  • Support or oversee research projects, educational activities, program evaluations, staff-performance evaluations, and liaison activities.
  • Support FEMA training, preparedness, response, recovery, and related emergency-management initiatives.
Experience Levels
Requirements
SME Category 1
  • At least two years of relevant experience in a related discipline.
  • High school diploma.
  • Four additional years of relevant experience may substitute for the stated education requirement.
  • Ability to work independently or under general direction.

SME Category 2
  • At least four years of relevant experience in a related discipline.
  • Bachelor's degree.
  • Four additional years of relevant experience may substitute for the bachelor's degree.
  • Ability to work with minimal supervision.

SME Category 3
  • At least seven years of relevant experience in a related discipline.
  • Bachelor's degree.
  • Four additional years of relevant experience may substitute for the bachelor's degree.
  • Ability to operate with substantial latitude for independent action or decision-making.
  • Experience reviewing progress and recommendations with management.

SME Category 4
  • At least 12 years of relevant experience in a related discipline.
  • Bachelor's degree.
  • Four additional years of relevant experience may substitute for the bachelor's degree.
  • Ability to operate with considerable latitude for independent action or decision-making.
  • Experience planning or leading large, important, or concurrent projects.

  • Experience working with federal, state, local, tribal, territorial, academic, or nonprofit emergency-management organizations.
  • Experience supporting FEMA training programs or emergency-management education.
Additional Information
These positions are contingent upon contract award. Assignments are expected to be part-time and will vary by SME category and government need. Selected candidates may be required to provide letters of commitment.
