Job description

Duties * Responsible for planning and implementing the total property management program for the assigned contractors and for the continuous surveillance/evaluation of the assigned contractors' property control systems. * Identifies risk to the Government through application of professional business judgment and risk-based assessment techniques in order to determine the appropriate type and level of surveillance. * Determines appropriate method for the testing of each property control function and conducts property control system analyses accordingly. * Conducts investigations pertaining to assigned contractors' liability when Government property is lost, damaged or destroyed, or when there is evidence of unreasonable use of consumption. * Reviews and analyzes new contracts to determine and ensure that the assigned contractors' property control systems and procedures are adequate to fulfill the contractual requirements. Requirements Conditions of employment * Possession of a valid state driver's license is required. * Security Requirements: Non-Critical Sensitive with Secret Access * Required to obtain a passport/VISA. * A medical/dental examination is required. You must pass a pre-employment examination and reoccurring annual physical throughout your 4-year commitment. Lifting requirement of 45 pounds. * Immunization screening is required (e.g., Anthrax, Smallpox, Malaria, and COVID). Must meet medical criteria for deployment in accordance with USCENTCOM Individual Protection and Individual/Unit Deployment Policy. * DoD Civilian Employee Overseas Emergency Essential Position Agreement is required. * Must be able to possess and maintain a Government Travel Card. * Selectee is required to be exempt from recall to the military Reserves. * Appointment is subject to the completion of a favorable suitability or fitness determination, where reciprocity cannot be applied; unfavorably adjudicated background checks will be grounds for removal. * Selective Service Requirement: Males born after 12-31-59 must be registered or exempt from Selective Service. * Tentative offer for employment will be rescinded if the selectee does not meet conditions of employment. Qualifications To qualify for an Industrial Property Management Specialist, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: * Knowing the responsibilities associated with Government contract property from acquisition to the contract closeout process. * Understanding of the federal acquisition contract laws, regulations, policies, practices, methods, and contract types relating to Government contract property. * Interpreting and advising Government and contractor personnel on policies, procedures, and practices relating to Government contract property to include sensitive property. * Analyzing contractor property management system problems or conflicts in policy and program objectives for contractors with large amounts of Government property. * Using automated systems relative to contract management operations (MOCAS, CPAS, GFP Module, Delegations, PDREP, etc.). * Producing detailed reports pertaining to property management system analyses. * Investigating loss of Government property. Education Substitution of education may not be used in lieu of specialized experience for this grade level. Additional information This is a permanent GS-12 position. Upon deployment overseas, the employee will be temporarily promoted to the GS-13 grade level, if eligible, for the duration of the deployment. Upon return to CONUS the employee will be changed to lower grade to the permanent grade level. If you do not meet the Time in Grade or Specialized experience for the temporary promotion, you will deploy at the lower grade level, GS-12. Once the four year commitment is successfully met you will be placed into a non-deployable position in the CMO for which you were hired at the permanent GS-12 grade level. * This position does not meet criteria for appointment of Reemployed Annuitants. The DoD criteria for hiring Reemployed Annuitants can be found in . * Tour of Duty: Flexible. Deployable schedule tour of duty will require evenings, weekends and holiday work hours, and overtime. * FLSA: Exempt * Bargaining Unit: No * Financial Disclosure Required * Selectee may be required to serve a trial/probationary period. * Acquisition, Technology & Logistics(AT&L) NON-CAP: Position requires DoD Acquisition Foundational, Contracting certification within required timeframes. Selectee must also achieve 80 hours of Continuous Learning Points (CLPs) every 2-years.Click for more details and . * Generally, indoor work location has power, water, heating, and air conditioning, although outages should be expected. * Selectee will receive danger pay and foreign post differential as authorized for overseas location to which deployed. * U.S. Citizenship is required. You will be required to provide proof of U.S. Citizenship. * Position requires employee to wear uniform and/or protective clothing. * This position is designated as Emergency-Essential (E-E). In the event of a crisis situation, incumbent will be subject to deployment on a TDY basis to overseas duty location(s) to perform assigned duties particular to the deployment. Failure to deploy when required and/or meet the medical requirements of deployment status may result in separation from Federal Service. Additional information on E-E positions may be found in .
