Job description

Akima Data Management (ADM), an Akima company, is seeking program analyst III to provide program support to the Department of State Diplomatic Security, located in Rosslyn, VA.
Responsibilities

  • Interpreting Federal and DOS wide policies and reporting management.
  • Engage the Department and other DOS departments to facilitate development of positions and strategies to promote policy priorities.
  • Supporting Executive Management in overseas protection operations.
  • Undertake policy analyses to provide a better understanding of the implications of alternative policy approaches and how to integrate policy and programmatic approaches and subsequently make recommendations to senior leadership.
  • Monitoring and analyzing data to track operating programs, and evaluating their effectiveness for strategic goals, and plan improvements.
  • Monitoring and evaluating operating units and activities to determine compliance with applicable directives, procedures and policies.
  • Keeping senior management informed of progress or programs and advising of significant developments impacting plans.
  • Preparation, management, and execution of budget data for DOS senior leaders.
  • Maintaining a continuous liaison with other directorates, Diplomatic Security service counterparts and DOS offices to ensure communication and mission directives are integrated throughout.
  • Preparing and presenting briefings, reports and responses to queries from Senior level DOS staff.
  • Comprehending complex writing styles, financial matters and policy issues to assist Government employees with all levels of correspondence.
  • Working effectively with Diplomatic Security components, the OMB, congressional staffs and committees as well as other Executive Branch departments and agencies' organizations committees' boards and councils.
  • Supporting Senior DOS Leaders and management in their negotiation the defense of DOS budget proposals, policy positions, data collection and audit initiative within the federal realm.
  • Understanding, in depth, the various business processes of Comptroller-requiring an extensive probing and analysis to determine the nature and scope of the data is directed to the appropriate directorate.
  • Comprehending complex writing styles, financial matters and policy issues to assist Government employees with all levels of correspondence.
  • Managing lower-level staff and administrative personnel.
  • Education or experience in office or organizational management.
  • Familiarity with the DOS policies and procedures or ability to rapidly learn these policies and processes and keep up with their evolution and change.
  • Be capable of providing guidance, operational direction, and coordination of administrative efforts of all office administrative personnel in three divisions. Organizational planning skills and initiative are critical attributes for this position.
Qualifications
  • Bachelor's Degree preferred or Six years (6) experience; two (2) years must be supporting the Foreign Service (State Department) in a management role.
  • Excellent interpersonal, oral and written communication skills be able to interface effectively with senior officials.
  • Strong organizational skills and attention to detail, including follow-up on pending tasks.
  • The ability to track end-to-end processes for the flow of task-related information.
  • Ability to operate significantly under own initiative.
  • Ability to obtain/maintain a DoD Secret Clearance.
  • Shall be willing to travel overseas up to 10 percent of the time. Shall not have any impediments to overseas travel that may be to countries that are considered dangerous or unhealthy.
