Title: Contracts Administrator IV - State Medicaid

Duration: 06 Months Contract

Location: Remote

Shift: Standard Business Hours


Position Summary

  • The Contracting Associate supports Market Access and Account Management by providing expertise in State Medicaid contracting.
  • Manage the lifecycle of state Medicaid contracts, pricing models, accurate execution of contract terms, and pricing obligations in accordance with business strategy and legal intent negotiated by the Account Team.
  • Support the Account Team with state Medicaid bid solicitations, financial evaluations, and contract performance reporting.
  • Serve as a subject matter expert for state Medicaid contracting, ensuring contract terms reflect the business and legal intent negotiated by the Account Team.
  • Support tactical execution of contracting and negotiation strategies, including contract offers, redlining, implementation, and contract lifecycle management.


Responsibilities

State Medicaid Contracting Expertise

  • Support negotiations, implementation, and manage the lifecycle of state Medicaid contracts.
  • Serve as a primary contracting liaison for state Medicaid contracts, including state Medicaid supplemental rebate agreements.
  • Interpret complex contract language with Account Manager and identify implications for Best Price, Unit Rebate Price (URA), Average Manufacturer Price (AMP), and other government pricing metrics.
  • Manage redlining of State agreements driven by new policy dynamics, including SR-193, Generous / Most Favored Nation.
  • Support the tactical execution of contracting and negotiation strategies.
  • Support Account Management with state Medicaid bid solicitations and development of contract offers.


Financial Impact Analysis

  • Support financial analysis related to state Medicaid with Account Team counterpart.
  • Investigate discrepancies between expected and actual performance outcomes.
  • Support Medicaid Segment level impact analysis with Account Team.
  • Support evaluation of how contract terms impact pricing, rebates, GTN, and government reporting.
  • Support GTN modeling and government pricing analytics.


Compliance, Audit & Controls

  • Partner with Legal, Compliance, Finance, and Government Pricing teams to ensure contract execution aligns with regulatory expectations.
  • Follow compliance with company policies regarding contract execution and approval processes.
  • Ensure accurate execution of contract terms and pricing obligations in accordance with business strategy and legal intent.


Cross-Functional Collaboration

Facilitate engagements on behalf of Market Access with the following cross-functional business teams:

  • Legal
  • Finance
  • Operations
  • Communicate effectively across technical and non-technical stakeholders.
  • Operate effectively in a highly regulated, dynamic environment with complex cross-functional dependencies.


Qualifications

Education:

  • Bachelor’s degree in Business, Finance, Economics, Healthcare Administration, or a related field.
  • MBA.


Experience:

  • 3+ years of experience in state Medicaid contracting.
  • Active account management experience supporting contracting directly with the States.
  • Experience with Medicaid contract execution.
  • Experience with state Medicaid bid solicitations.
  • Experience putting contract offers together and/or redlining contract language.
  • Experience supporting negotiations, implementation, and lifecycle management of state Medicaid contracts.
  • Experience with state Medicaid supplemental rebate agreements.
  • Experience working in a highly regulated, dynamic environment with complex cross-functional dependencies.
  • Experience on the operational side of managing Medicaid reporting and pricing to the States is valuable as a foundation.
