- Construction Inspector I: $29.33 / hr to $41.05 / hr
- Construction Inspector II: $32.26 / hr to $45.16 / hr
Under general supervision of the City Engineer, the Construction Inspector performs construction management duties of the City's infrastructure and roadway projects including inspection of improvements installed in new developments, sewer, storm water, water lines, roadways, curb, gutter, and sidewalks. Keeps electronic and paper records of inspections. Ensures compliance with City standards, codes, designs, and specifications.
FUNCTIONS AND DUTIES
  • Promotes and follows the City's values and expectations.
  • Supervises and manages observation of engineering and public works projects.
  • Assures contractors conform to the project and City specifications.
  • Performs daily onsite inspection oversight and keeps records of coordination with contractors.
  • Reviews independent testing results and verifies conformance to City specifications.
  • Verifies quantities for payment or bond release for contractors.
  • Coordinates construction activities with residents, utility companies, and other agencies.
  • Reviews and issues excavation permits and inspects road cuts from contractors or other agencies working within City boundaries.
  • Reviews and approves bonding, insurance, and traffic control plans to ensure protection of the City and public safety.
  • Inspects all aspects of roadway and utility construction, such as but not limited to: trenches, subgrade, road base, asphalt, sidewalks, curb and gutter, water, sewer and storm drain lines.
  • Attends, conducts, and participates in preconstruction meetings with department staff, engineers, contractors, developers, and other organizations.

MINIMUM QUALIFICATIONS
Education:
  • Graduation from high school or equivalent.

Experience:
  • Minimum of two (2) years experience for Level I and four (4) years of experience for Level II in public works construction or equivalent combination of related higher education and/or certifications, inspection or construction experience.

Special Qualifications:
  • Must possess a valid Utah Driver's License.
  • Occasionally may require work before or after regular business hours and work on weekends.

Skills/Abilities:
  • Journeyman level principles and practices of material testing and construction methods
  • Learn and apply City engineering policies and procedures
  • Learn applicable laws and regulatory codes applicable to areas of assigned responsibility.
  • Possess an understanding and ability to interpret engineering construction plans, specifications and other contract documents
  • Ability to communicate effectively verbally and in writing; read and interpret plans and specifications.
  • Ability to visualize completed projects in planning stages and estimate the end results.
  • Ability to develop and maintain effective working relationships with elected officials, federal agencies, state agencies, local governments, subordinates, and the public
  • Establish and maintain effective working relationships with those contacted in the course of work
  • Maintain mental capacity which allows for effective interaction and communication with others
  • Knowledge of methods and interpretation of soil analysis, materials, compaction and density tests
  • Ability to use a tablet/laptop along with software such as e-mail, Microsoft suite, and asset management.
  • Must be smart technology literate and capable of learning and applying concepts of asset management.
  • Must have knowledge of and the ability to use GPS and equipment.
  • Ability to manage multiple projects and perform multiple tasks throughout the day.
  • Ability to operate basic office machines such as copiers, printers, and smart phones.
  • Ability to develop and maintain effective working relationships with elected officials, federal agencies, state agencies, local governments, subordinates, and the public.
  • Maintain physical condition appropriate to the performance of assigned duties and responsibilities which may include, but is not limited, to the following: lifting, considerable walking, standing, and maneuvering in difficult uneven terrain.
  • Detail-oriented review skills used in examining change orders and payment requests for approval, dealing with unresponsive contractors or landowners unwilling to negotiate.

WORKING CONDITIONS
  • Work is performed mostly in a field setting, driving, and entering and exiting vehicles.
  • Considerable outdoor work is required in the inspection of various land use developments, construction sites, or public works projects.
  • Requires lifting, considerable walking, standing, and maneuvering in difficult and uneven terrain.
  • Requires working indoors and outdoors with loud noises.
