Job Title: Accountant Duration: 6-12 months Job Mode: On-Site Pay rate: $31.90/hour on w2 without benefits Description: This is professional supervisory work directing, analyzing, and interpreting central accounting and/or auditing activities. Work includes planning and supervision of one or more components of the City's accounting and account keeping functions, financial reporting, and auditing. This position will develop and implement processes or plans to carry out special assignments and projects designed to achieve the objectives set forth by the Administration Managers or Controller. Position is expected to demonstrate increasing widespread knowledge of City departments and financial structure. Work is directed and reviewed through the establishment of goals and subsequent evaluation of progress toward goal attainment. Responsibilities: Audits and investigates to validate the integrity of accounting records and systems maintained by staff and reports results and recommendations. Reconciles records with controls maintained in the Department of Finance. Monitors and ensures compliance with operational policies, procedures and accounting guidelines. Analyzes reports and records to determine trends or irregularities and initiates reporting of information to appropriate officials, with a proposed correction plan (if appropriate) for review. Supervises and/or participates in the preparation of the revenue and expenditure estimates for the annual budget. Facilitates internal and external audits performed in area of responsibility. Instructs, assists and advises others (within the Finance department and other departments of the City) in technical accounting, financial reporting, and bookkeeping problem resolution. Ensures compliance with accounting principles and procedures as set forth by the Government Accounting Standards Board (GASB) and Generally Accepted Accounting Principles (GAAP). Ensures compliance with applicable funding agency reporting requirements. Prepares and/or reviews complex financial reporting documents, including reports provided to outside departments. Designs, prepares and reviews financial summaries for assigned funds/areas for the quarterly and annual financial reports. Completion of work assignments may require the operation of a vehicle. These are not intended to be all-inclusive. Other related duties may be assigned as needed. Required Skills: Thorough knowledge of accounting and/or auditing principles and practices, and ability to apply and adapt standard methods to varied and complex accounting and/or auditing activities. Thorough knowledge of, and ability to use computer keyboard and video display monitor in spreadsheet development, using complex mathematical and statistical operations. Considerable knowledge of macro systems in electronic spreadsheet development. Knowledge of the theory and procedures of governmental and utility accounting. Knowledge of modern office practices and procedures. Ability to develop and implement accounting and auditing systems and procedures. Ability to develop and maintain effective working relationships with associates, other employees, representatives of outside agencies, City officials, and the public. Ability to communicate clearly and effectively, both orally and in writing. May require ability to acquire and maintain a valid Kansas driver's license. An employee shall not pose a direct threat to the health or safety of other individuals in the workplace. Required Experience: Bachelor's degree in accounting (specific accounting courses are required if it is a business administration degree with an emphasis in accounting) and/or an active Certified Public Accountant (CPA) license with a bachelor's degree from a four-year college with a major in accounting, or business administration. At least four years of experience in accounting or auditing work, which includes at least three years of financial systems experience. Supervisory experience, over staff or projects, is preferred. Governmental accounting courses and/or experience is highly preferred.
