Job Purpose:

The Behavioral Health Administrator (BHA) provides operational leadership for the Behavioral Health Department, ensuring efficient administrative operations that support high-quality, patient-centered care. This position oversees the day-to-day administrative functions of Psychiatry, Mental Health, and the Autism Program while supervising the non-clinical Behavioral Health administrative team. The BHA promotes operational excellence, regulatory compliance, and the protection of patient privacy and confidentiality.

Working collaboratively with the Senior Leadership Team, the BHA leads operational planning, staff supervision, process improvement, and resource coordination to support departmental goals and organizational strategic priorities. This role is responsible for optimizing workflows, enhancing operational efficiency, supporting budget and performance initiatives, and fostering effective communication across clinical and administrative teams.

The ideal candidate is a collaborative healthcare operations leader with strong organizational, communication, and problem-solving skills. They are experienced in managing multiple priorities, leading administrative teams, and driving continuous improvement to support quality care, operational effectiveness, and organizational success.


ESSENTIAL DUTIES AND RESPONSIBILITIES:

This position will create and maintain relationships with staff, managers, local, state, and federal stakeholders.

Coordinate BHD initiatives; ensuring professional, accurate, and prompt responses to inquiries and requests (from website and EHR).ย 

Review, access, route, answer and monitor follow up action steps on BH initiatives and correspondence

Gather and critically analyze information required for administrative reporting

Develop and implement policy and procedures for a fully sustainable integrated behavioral health program that includes input from the Mental Health and Psychiatry Program Managers and Senior Leadership Team.

In collaboration with QI Committee, create opportunities for growth in improving patient experience with consistent tools and measurement.

Collaborate with Quality Improvement to identify, track, and report new and existing grant opportunities and assist in clinical compliance

Create, monitor, and track reports to support the management team in taking strategic decisions and present findings, recommendations, and insights to both technical and non-technical stakeholders.

Provide administrative support to activities for the Behavioral Health Team including the management of the BHD calendars, agendas and meeting minutes, and status of projects and initiatives.

Oversee and maintain confidential files and records, ensuring proper organization and confidentiality.

Assure direct report staff are working within the proper scope of practice, requirements, and compliance.

Contribute to the creation, implementation, and review effectiveness of policies, procedures, and workflows for BHD consistent with internal standards of practice as well as state and federal regulations

Build resources and provide training for staff including adherence to all clinic policies and procedures

Work with Oregon Health Authority (OHA) to research, submit, track, and facilitate miscellaneous governing reports including but not limited to Measure and Outcomes Tracking System (ROADS) reports and Certificate of Approvalย 

Provide direct supervision for Mental Health Technicians (MHT) with and without clients present, in compliance with company policy.

Provide direct supervision to the BH Referral Coordinator and Community Behavioral Health Coordinator, including management of HR asks, overseeing timecard approvals, facilitating training and mentorship, and serving as a contingency for the position as needed

Oversight of EPIC templates, schedules, Timecards and Time off requests for all Direct and Non-Direct Reports in the Behavior Health Department.

Manage the development and implementation of the DHS TANF Program including invoices, reporting (TRACS,JOI) and provide direct supervision and support the Mental Health Step Case Manager, maintain consistent communication with DHS administrators, family coaches, and step participants

Ability to work independently, communicate effectively both verbally and in writing, deal tactfully and patiently with clients, establish and maintain records, use initiative and judgment, and maintain effective working relationships with other related agencies, professionals, and citizen groups.

Assist/Conduct in recruiting, hiring, retaining, mentoring, completing performance reviews and discipline as needed in partnership with Human Resources and Behavioral Health Department Program Managers.

Promote individual and organizational integrity by exhibiting ethical behavior to maintain high standards.

Continuously expand knowledge and understanding of community resources and services; facilitate client access to, and assist client in utilizing those services, including coordination with social services agencies.

Requirements

Education and/or Experience and Qualifications:

Minimum: Associate's degree in healthcare, business administration, social work, or related field

Preferred: Bachelor's degree in healthcare, business administration, social work, or related field

Preferred: 3 or more years managing teams of 15 or more

Preferred-Previous experience with non-profit organizations

Preferred- Experience working in behavioral health settings serving diverse populations.

Preferred- Bilingual (Spanish) fluency qualifies for additional compensation.

Preferred-Current First Aid or BLS Certification or completion within 6 months of hire.

Immunizations Required:

TB test (upon hire)

Physical Requirements:

Prolonged periods sitting and/or standing at a desk working at a computer

Ability to lift up to 25 pounds infrequently
