Job Duties

The Virginia Department of Education (VDOE) is recruiting for a Strategic Operations Manager to serve as a key operational and strategic support role within the Division of Early Childhood Care and Education. This position strengthens alignment, coordination, and operational efficiency across teams by ensuring that high level priorities set by the Deputy Superintendent and senior leadership are executed effectively. The role requires strong organizational, analytical, and communication skills to maintain clarity and consistency across the division's core initiatives.


The Strategic Operations Manager would be responsible for the following duties:

  • Provide comprehensive support to the Deputy Superintendent and senior leadership team to ensure smooth, strategic, and efficient executive operations.
  • Works collaboratively with teams to strengthen workflows, communication pathways, and tools that support efficient execution of high-level initiatives.
  • Translates strategic goals into actionable plans, monitors progress, identifies risks, and recommends operational improvements.
  • Supports division-wide planning activities, helps establish systems for tracking performance and deliverables, and ensures that projects and processes are implemented consistently and effectively across teams.
  • Leads creation, review, and dissemination of communication products-including newsletters, web content, stakeholder updates, presentations, and public materials-to ensure accuracy, accessibility, and alignment with agency priorities.
  • Supervises the Communications Specialist by assigning tasks, reviewing drafts, providing coaching, and ensuring high-quality communication outputs across channels.

Minimum Qualifications

  • Experience in project coordination, operations, communications, or related administrative or programmatic roles.
  • Experience developing written materials such as presentations, reports, briefing documents, or stakeholder communications.
  • Experience working collaboratively across teams, agencies, or organizations to support shared goals and initiatives.
  • Experience in executive support roles, workflow analysis and project management, strategic goal setting and management, policy interpretation and application, and fiscal processes to top-tier management in a professional setting.

Additional Considerations

  • Experience managing communications products or implementing communication strategies is preferred.
  • Experience coordinating or managing special projects requiring rapid planning, problem solving, and execution is preferred.
