We currently have an exciting opportunity in our Facilities Department. This position specifically is located in Norfolk, Virginia. We are looking for a Facilities Project Manager to work various shifts.

  1. ESSENTIAL FUNCTIONS AND PURPOSE (Job Description)

The Facilities Project Manager is responsible for the management of ongoing facility projects including capital planning and facility modernization. They will perform in a professional position requiring in-depth knowledge of facility operations and should also have a background in civil engineering or construction. Within defined objectives, the Facilities Project Manager is responsible for managing multiple ongoing projects at multiple work locations within schedule and cost targets. They are responsible for coordinating multiple subcontractors and organic trade / departments activities to ensure schedule objectives are accomplished. They will act as a representative of our Company and will be the single point of contact for assigned work to our customers.
  1. POSITION DEMANDS (Education/Training)

Typically has a BS in Civil Engineering, Construction Management, Operations Management, Business Management or a related academic field, or AA/AS plus 2 years directly related experience, or 4 years directly related experience.
POSITION DEMANDS (Required Experience)
  • Ability to understand and apply regulatory body rules and regulations, US Navy, and Industry Standards & how they impact Company operations
  • Experience developing project plans, scopes of work and requirement documents, including soliciting and selecting requests for quotes involving multiple departments & vendors
  • Experience executing complex construction and maintenance projects involving multiple departments & vendors
  • Experience in large-scale civil construction projects in a waterfront environment is preferred
  • Knowledgeable on mechanical, piping and electrical support systems
  • Ability to demonstrate customer service skills with various groups, organizations, and personnel and develop good working relationships and teams
  • Ability to create and maintain maintenance technical databases including optimizing maintenance schedules IAW company goals
  • Ability to prepare and present reports on the status of facility corrective and preventative maintenance
  • Ability to communicate both verbally and in writing complex technical issues involving factual, qualitative, or abstract information including concise rationales for conclusions or recommendations
  • Ability to work climb ladders, work in confined spaces, wear personal protective equipment (PPE), travel locally or when requested by senior management travel to remote locations, and to work nights and weekends during peak
  • Must have experience in using Microsoft Office Suite, Microsoft Project, Excel, Word and Power Point while being able to navigate in the computer server environment.
  • Ability to gain access to government facilities, to obtain a DoD security clearance, and to obtain a CAC card once employed by the company
  • Valid drivers license and ability to operate a company vehicle
  • Occasional ability to work nights and weekends during peak workloads or as requested by Senior Management
  • Must be able to wear personal protective equipment, including a respirator when necessary

  1. WORKING RELATIONSHIPS
  • Reports to the assigned Ship Manager or Lead Manager for the project.
  • Maintains relevant/professional outsourcing relationships with our Teaming Partners/Sub Contractors in tracking milestones and work percent completion for all contracted work.
  • Maintains and develops strong professional relationships with other NASSCO Departments including Production, Contracts, Subcontracts Management, Estimating, QA, Safety, Scheduling, Planning to ensure smooth execution of availabilities and coordinate all required support.
  • Displays strong interpersonal skills with the ability to interact with and manage others.

  1. PRINCIPAL RESPONSIBILITIES

  • Under guidance from Senior Management, develop project plans, scopes of work and requirement documents, including soliciting requests for quotes
  • Lead multiple facility projects from inception to completion, including managing cost and schedule KPI's within Company targets
  • Under guidance from Senior Management, work with multiple departments to manage capital expenditure budgets
  • Interpret and apply regulatory body rules and industry standards into all projects
  • Utilize internal/subcontract engineering calculations/analysis to support work in planning and execution stages
  • Develop drawings/sketches/BOMs using engineering research and evaluation as necessary
  • Create and maintain maintenance technical databases including optimizing maintenance schedules IAW company goals
  • Prepare and present reports on the status of facility corrective and preventative maintenance
  • Ensure all products developed are in accordance with the company and customer's quality, schedule, and cost requirements
  • Demonstrate professional and business skill aptitude
  • As directed, participate in departmental or company CPI events
  • Performs other duties as directed

  1. ACCOUNTABILITY
  • Responsible to provide independent, complex analysis, concept formulation and new method identification.
    Maintains overall responsibility of project budgets and schedules to ensure their assigned work items are "On-time and On Schedule".

  1. UNIQUE/ADDITIONAL REQUIREMENTS

Regular, reliable attendance on-site is an essential function of the job. Must be willing to travel and have reliable transportation. Must be a U.S. citizen and qualify for a Common Access Card (CAC) or DBIDS badge. Must have reliable record of attendance and punctuality and be available for overtime as required. Must be able to physically transit all areas of the facility. Regularly required to sit, use hands and fingers, handle or feel objects or controls, and to talk and hear. Must have good eye/hand coordination. The noise level in the work environment is usually moderate. Must be familiar with working in a naval-ship-work-environment and be able to go aboard marine vessels and the dry dock, climb ladders, work in tanks and confined spaces, and wear personal protective equipment. These areas can be dirty, dusty, hot or cold, and noisy.
