Job description

Purpose
The Manager, Technical Services Engineering, works as part of the Technical Services leadership team to ensure efficient and effective engineering department operations. The Manager, Technical Services Engineering will collaborate directly with Technical Service's Teams leaders, Operations Manager, and Director to resolve day-to-day challenges in the delivery of world-class solutions for clients developing advanced transportation technologies.
Essential Functions*
• Serve as the primary point of contact for the client and the first point of escalation for Test Engineering projects, client needs, and department needs.
• Support the coordination of testing, resources, and personnel between the client and the Test Engineering department.
• Estimate and secure resources needed to complete testing performed by the Test Engineering department.
• Work with leadership to ensure adequate staffing levels to meet client service levels.
• Ensure quality and accuracy of deliverables by implementing operational oversight and review processes.
• Support various organizational functions including personnel performance, budget development and tracking, pricing, policy/process development and implementation.
• Promote technical and operational excellence and support TRC's core values.
• Foster a positive and inclusive work environment and ensure adherence to Contractor's policies and adherence to Waymo's specifications to meet Waymo's Service Levels.
• Supervision of direct reports (including engineers, test data analysts and/or Team Leaders)
• Support various organizational functions including personnel actions, budget development and tracking, pricing, and policy/process development and implementation
• Provide manager level review and approval to the Test & Validation and Research & Analysis departments including items such as proposals, requisitions, personnel actions, individual development plans, project/test plans, travel expense reports, project deliverables, time entries, etc.
• Lead the development of the long-term strategy and goals for engineering teams
• Serve as the first point of escalation for Project/Client/Department needs.
• Support onboarding of new employees through training in general operational activities including time entry, requisitions, non-job specific processes, and other standard organizational functions.
• Manage client 6S organizational requirements and author best practices documentation for R&D Engineering Services
• Promote technical and operational excellence and support TRC's core values.

Other Duties and Responsibilities (Non-Essential Functions)
• Possess knowledge of TRC internal systems (ERP, CRM, HR, IT, Finance) to extract needed information and ensure compliance with organizational requirements.
• Ensure the coordination of project activities for efficient and timely use of resources.
• Conduct post-project reviews.
• Develop and maintain digital tools and processes to improve operational efficiency and consistency.
• Maintain proprietary atmosphere.
• Support TRC Inc.'s Quality and EH&S (Environmental, Health, and Safety) efforts.
Qualifications
• Bachelor's degree required in engineering or other relevant technical field or equivalent technical capability.
• Experience in work related to active safety, automated driving, or vehicle connectivity
• Knowledge of automotive testing and/or research
• Ability to work well with diverse backgrounds, from test drivers with HS equivalent education, hands-on mechanics, administrative personnel, advanced-degreed engineers and university professors
• Valid state DMV issued or valid foreign country issued driver's license
• Comfortable with periods of minimal managerial guidance.
• Experience managing multiple concurrent projects and meeting tight deadlines with significant workload in a changing uncertain environment that demand adaptability and a strong sense of urgency.
• Strong problem-solving capabilities, good attention to detail, organization skills and ability to think systemically
• Strong working knowledge of Microsoft Tools (Word, Excel, Outlook, PowerPoint, Visio, Project) experience in SharePoint, Dynamics, and other web based applications a plus.
• Ability to complete and pass all internal, position specific job and safety trainings required
