Description Statement of Duties On assigned shifts, responsible for operations of the municipal water treatment facility and storage facilities; highly skilled work in charge of operating and maintaining a water treatment plant and water pumping stations; performs all other related work as required. Works to anticipate, meet and exceed customer service expectations in a positive and professional manner. Supervision Works under the general direction of the Chief Plant Operator.

Performs highly responsible duties requiring independent judgment and initiative in planning and operating the city's water treatment and storage facilities which includes 4 water storage tanks and 3 reservoirs and 4 pumping stations. Job Environment Work is performed under typical shop and field conditions, with exposure to various weather conditions and the hazardous conditions associated with construction sites. On call (24 hours/day) on a rotating basis; may be required to work beyond the normal hours of a regular workweek.

At the water treatment plant, there are health hazards from chemicals and fumes, and electrical shock. Operates all water treatment and other related equipment, such as lab equipment, gasoline cut-off saw and leak listening devices, pneumatic, hand and power tools; operates light truck and automobile; operates computer and standard office equipment. Makes occasional contacts with other city and state officials and with the general public; has ongoing contacts with commercial and industrial users of the city's water system to ensure compliance with rules and regulations relating to policies of the Water Department; resolves difficult customer service requests in person, by telephone, or in writing; investigates customer complaints.

Water quality and pressure complaints are responded to in coordination with the Chief Operator and Utilities Supervisor. Errors in either technical application of procedures, or in the interpretation of related data, could result in lower standards of service, inadequate water distribution, damage to equipment, and could adversely affect the water supply service, resulting in financial and legal repercussions for the city. Errors in judgment could lead to danger to public health and safety.

Responsible for the operation and maintenance of the water treatment and storage system to ensure adequate and reliable water for domestic use and fire protection; provides the general public with the best possible service for the least cost.

Administers requisitions and purchases parts as needed; makes chemical, physical and mechanical analysis and bacteria counts; works with government agencies in meeting water quality regulations. Obtains information or assistance from the Chief Operator as required; answers all public inquiries pertaining to the duties, work, laws, regulations and policies of the Water Treatment Facility. Responsible for the preparation, maintenance, and filing of various records, including reports on labor and stock used on projects.

Ensures compliance with all applicable local, state, and federal regulations for drinking water supply and water treatment operations. Provides emergency response to water service interruptions and assists other staff in efficient and economical repairs; resolves customer complaints; intervenes with staff to resolve disputes over water quality and inadequate pressures. Establishes and maintains effective working relationships with employees and the public.

Performs similar or related work, as required, or as situation dictates. Attendance is an essential function of this position. Recommended Minimum Qualifications Education and Experience High School diploma or equivalent.

At least three (3) years of experience in the operation and maintenance of water treatment facilities. Special Requirements Possession of a New Hampshire Treatment Plant Operator's License, Grade II. New Hampshire Motor Vehicle Operator's License.

Knowledge, Ability and Skill Knowledge: Thorough knowledge of the policies and operating procedures of the City's water supply source. Detailed knowledge of the distribution system and of materials, methods and techniques relative to underground installations. Specialized knowledge of water distribution and water treatment systems.

Thorough knowledge of hydraulics and water main construction practices. Thorough knowledge of the hazards and safety precautions involved in water treatment and distribution construction and repair work. Knowledge of water production system, pumping station operations, and diesel, gas, and electric motors.

Knowledge of the local, state and federal water treatment regulations. General knowledge of other municipal services provided by the Department of Public Works. Working knowledge of department equipment.

Ability: Ability to maintain good public relations. Ability to read and interpret blueprints, drawings, and plans. Ability to communicate effectively orally and in writing.

Ability to use a computer and laptop to access SCADA system from a remote site. Ability to use department-related equipment. Ability to run supervisory controls and data acquisition system (SCADA).

Skill: Excellent organizational skills. Excellent customer service skills. Skill in anticipating operational problems, and in taking corrective action to avoid serious malfunctioning of equipment.

Special Requirements Physical Requirements Moderate to heavy physical effort required in connection with the operation and maintenance of water treatment facilities and equipment. Frequent lifting in excess of 30 pounds required. Must be able to access all areas of the water plant and able to walk, talk, listen stand and crouch for extended periods of time.

The position has normal vision requirements including the ability to adjust focus and close and distant vision.
