Position Overview:

The CFS Warehouse Manager is responsible for the end-to-end management of a Container Freight Station (CFS) supporting ocean liner import and export cargo operations. The role ensures safe, secure, efficient, and compliant warehouse execution across cargo receiving, container stripping and stuffing, consolidation/deconsolidation, storage, dispatch, and inventory control.

This position requires strong operational knowledge of ocean container shipping, strict warehouse discipline, and compliance leadership, including implementation and enforcement of C-TPAT security controls, In-Bond cargo procedures, and Dangerous Goods (DG/HAZMAT) handling and segregation standards. The CFS Warehouse Manager ensures the facility meets regulatory, customer, and internal control requirements while supporting vessel cut-offs, container turnaround, and service reliability.


Key Responsibilities:


CFS Warehouse Operations Management

  • Manage day-to-day CFS warehouse operations including cargo receiving and dispatch, container stripping and stuffing, cargo consolidation/deconsolidation, staging, storage, and loading/unloading activities.
  • Plan labor, equipment, and warehouse space to meet vessel schedules, customer delivery windows, and throughput targets.
  • Ensure workflows minimize congestion, cargo dwell time, re-handling, and cargo damage.

Ocean Container Handling & CFS Execution

  • Coordinate container gate-in/gate-out activities and ensure proper condition inspections and seal verification.
  • Oversee stuffing and stripping activities according to shipping instructions and load plans.
  • Ensure compliance with vessel cut-offs, terminal receiving windows, and container return timelines.
  • Maintain accurate reconciliation of FCL, LCL, bonded, and transshipment cargo movements.

In-Bond Cargo Control

  • Manage In-Bond cargo operations in compliance with customs and border agency requirements.
  • Ensure segregation and controlled movement of bonded cargo with accurate tracking and audit trails.
  • Coordinate inspections, holds, and cargo releases with customs brokers and authorities.
  • Maintain accurate documentation and custody controls for bonded warehouse operations.

Dangerous Goods (DG/HAZMAT) Handling

  • Ensure safe handling and storage of DG/HAZMAT cargo in accordance with IMDG Code, local regulations, and company SOPs.
  • Verify proper labeling, segregation, and storage of dangerous cargo.
  • Maintain DG declarations, SDS/MSDS documentation, and emergency response procedures.
  • Train warehouse staff on DG handling, spill response, and escalation procedures.

Security, C-TPAT Compliance & Loss Prevention

  • Implement and enforce C-TPAT security procedures and physical security controls.
  • Monitor access control, visitor management, CCTV systems, and cargo security measures.
  • Conduct regular security inspections and ensure corrective actions are completed.
  • Support C-TPAT validations and compliance audits.

Inventory Management & Cargo Accountability

  • Maintain accurate cargo inventory, receiving verification, and location tracking.
  • Conduct cycle counts and investigates cargo discrepancies, shortages, or damages.
  • Ensure cargo segregation by customer, voyage, commodity, DG status, and bonded status.
  • Maintain full accountability of warehouse cargo movements and records.

Documentation & System Control

  • Ensure accurate preparation and retention of warehouse receipts, tally sheets, stuffing/stripping reports, EIRs, and delivery records.
  • Maintain alignment between physical cargo and warehouse system records.
  • Report cargo discrepancies, seal issues, and DG irregularities to management promptly.

Staff Leadership, Training & Performance Management

  • Supervise warehouse supervisors, tally clerks, forklift operators, and warehouse staff.
  • Conduct operational briefings and safety toolbox talks.
  • Ensure staff compliance with SOPs, security procedures, DG requirements, and In-Bond controls.
  • Support performance management, coaching, and disciplinary processes.

Equipment, Facility & Maintenance Oversight

  • Oversee safe operation and maintenance of forklifts, pallet jacks, ramps, scanners, and warehouse equipment.
  • Ensure warehouse housekeeping, fire safety compliance, signage, and restricted access controls are maintained.
  • Monitor preventive maintenance schedules and facility readiness.

Stakeholder Coordination

  • Coordinate daily with traffic teams, terminals, trucking providers, freight forwarders, customs brokers, and border agencies.
  • Manage escalations related to cargo delays, inspections, and operational disruptions.
  • Support customs inspections and enforcement visits.

KPI Reporting & Cost Control

  • Track warehouse KPIs including throughput, cargo dwell time, inventory accuracy, DG compliance, and container turnaround.
  • Monitor labor productivity and overtime costs.
  • Support operational billing inputs where applicable.


Requirements:

  • Strong leadership, operational discipline, and warehouse management skills.
  • Knowledge of ocean container operations including FCL/LCL cargo handling, seal controls, and container processes.
  • Experience with C-TPAT security requirements, In-Bond cargo controls, and DG/HAZMAT handling standards.
  • Strong inventory management, cargo accountability, and documentation skills.
  • Ability to manage warehouse staff, coordinate operations, and resolve operational issues effectively.
  • Proficiency in Microsoft Office and warehouse/terminal operating systems.
  • Strong communication, organizational, and problem-solving skills.


Education and Experience:

  • Diploma or Bachelors degree in Logistics, Supply Chain, Warehousing, Maritime Studies, or related field preferred.
  • 5+ years of warehouse operations experience, including 2+ years in a supervisory or management role.
  • Experience in CFS operations including container stuffing/stripping, cargo consolidation, staging, dispatch, and inventory control.
  • Experience implementing C-TPAT security controls and managing operational compliance in port or warehouse environments.
  • Experience handling In-Bond cargo operations and customs-related procedures.
  • Experience handling Dangerous Goods (DG/HAZMAT) cargo, including segregation and documentation requirements.
  • Experience with bonded warehouse operations, terminal operations, or port agency environments preferred.
  • Experience with WMS/TOS and shipping line systems preferred.
