BACKGROUND

Founded in 1930, the National Ready Mixed Concrete Association (NRMCA) is the leading national trade association representing the ready mixed concrete industry in the United States. NRMCA advances the interests of its members through advocacy, education, certification, promotion, workforce development, and technical leadership. The Association's mission is to strengthen the industry and position ready mixed concrete as the preferred construction material for resilient and sustainable communities.

NRMCA operates as a board-governed, member-based organization with a national footprint. The Association works closely with state and regional partners and is supported by a high-performing professional staff. NRMCA is financially sound, operationally disciplined, and executing a forward-looking strategic plan centered on Membership Value, Industry, and People.

The Association delivers value through leadership in advocacy, operational best practices, education, workforce development, and industry advancement. Within that framework, NRMCA's operations and compliance functions play an important role in helping members improve safety, environmental stewardship, operational performance, and compliance awareness.

THE ROLE

The Vice President, Operations and Compliance is the staff leader responsible for advancing NRMCA's safety, environmental, operations, and compliance-related programs in alignment with the Association's strategic plan and member value objectives.

This leader works closely with the EVP, Strategic Operations and collaborates across the organization to strengthen member programs, industry resources, committee engagement, benchmarking, certification, training, and operational best practices. This role helps ensure that NRMCA's safety, environmental, and operations functions remain responsive to member needs and supportive of industry priorities.

The Vice President serves as an internal subject matter expert on regulatory and compliance issues affecting ready mixed concrete producers and provides technical and operational insight to NRMCA's Advocacy team as needed. Responsibility for regulatory advocacy, federal agency engagement, and policy leadership resides within the Association's Advocacy function.

The Vice President also provides substantive oversight to the Concrete Plant Manufacturers Bureau (CPMB), Truck Mixer Manufacturers Bureau (TMMB), and Volumetric Mixer Manufacturers Bureau (VMMB), while routine administrative and transactional support functions are handled by administrative staff.

In addition, the Vice President leads the National Mixer Driver Championship and is responsible for strengthening and expanding it as NRMCA's flagship industry recognition and workforce engagement program-celebrating professional driver excellence, supporting workforce pride and recruitment, and helping elevate recognition of ready mixed concrete as an essential building material.

KEY RESPONSIBILITIES

Strategy and Execution

  • Lead the development and implementation of NRMCA strategies related to safety, environmental stewardship, operations, and compliance programming.
  • Align departmental priorities with the Association's strategic plan and measurable member value objectives.
  • Identify emerging operational and compliance issues affecting members and develop practical responses, tools, and resources.
  • Support cross-functional collaboration with membership, education, communications, advocacy, technical services, and research teams.

Safety, Environmental, and Operations Leadership

  • Oversee member-facing programs, resources, and services designed to strengthen operational performance and compliance awareness.
  • Support the development of tools, guidance, and educational offerings that advance best practices across the industry.
  • Provide technical and operational insight, and subject matter expertise, to NRMCA's Learning and Development (L&D) team in continuous review and enhancement of NRMCA certification programs for plant managers, safety personnel, and environmental compliance managers to ensure alignment with current regulations, industry needs, and operational best practices. Teach and support the L&D team in the delivery of these programs.

Compliance and Regulatory Subject Matter Expertise

  • Serve as an internal subject matter expert on compliance and regulatory issues affecting ready mixed concrete producers.
  • Provide technical and operational insight to NRMCA's Advocacy team as needed to support policy and regulatory engagement.
  • Help translate regulatory and compliance developments into practical member guidance and operational resources.
  • Provide technical and operational insight, and subject matter expertise, to NRMCA's Learning and Development team regarding relevant regulatory and compliance developments.

Committee, Survey, and Recognition Program Leadership

  • Serve as staff liaison to the Safety, Environmental and Operations (SEO) Committee and support relevant task groups, calls, and in-person meetings.
  • Oversee benchmarking, surveys, data collection, and related initiatives that provide members with actionable operating insights.
  • Ensure programs, resources, and communications are aligned with member needs and strategic priorities.
  • Advance collaboration and information sharing that positions NRMCA as a leading source of operational best practices for the industry.

Bureau Oversight

  • Provide substantive staff oversight and strategic coordination for the Concrete Plant Manufacturers Bureau (CPMB), Truck Mixer Manufacturers Bureau (TMMB), and the Volumetric Mixer Manufacturers Bureau (VMMB).
  • Support bureau governance, planning, committee work, and alignment with broader Association priorities.
  • Partner with internal administrative and accounting staff to ensure efficient handling of billing and routine operational support while keeping bureau leadership focused on strategic and technical value.

Flagship Industry Recognition and Workforce Engagement

  • Lead the continued growth of the National Mixer Driver Championship as NRMCA's flagship recognition and workforce engagement program.
  • Position the Championship as a signature platform for honoring driver excellence, strengthening workforce pride, supporting recruitment and retention, and elevating the visibility of the ready mixed concrete industry.
  • Expand the program's reach and influence so it serves not only as a recognition event, but also as a compelling vehicle for telling the story of concrete as an essential material in the construction of safe, durable, and resilient communities.
  • Collaborate across departments and with member companies, sponsors, media, and industry partners to enhance the Championship's reputation, participation, and strategic value.

Organizational and Financial Leadership

  • Foster strong internal alignment across departments to support member service, operational excellence, and strategic execution.
  • Contribute to broader organizational planning and performance management in support of Association goals.
  • Manage budgeting, financial performance, and resource allocation for the division.
  • Ensure disciplined execution and efficient deployment of program resources.
  • Maintain appropriate oversight of program performance, member value, and divisional priorities.

The Candidate

Professional Experience and Qualifications

  • At least ten years of progressive leadership experience in operations, compliance, safety, environmental affairs, workforce or driver programs, or a related field.
  • Experience within a national trade association, member-driven organization, or similarly complex stakeholder environment strongly preferred.
  • Strong understanding of operational and regulatory frameworks affecting construction, manufacturing, transportation, or industrial sectors.
  • Demonstrated ability to lead strategy, member programs, and cross-functional initiatives in a multi-stakeholder environment.
  • Experience managing teams, budgets, programs, and complex organizational priorities.
  • Ability to interpret regulatory and compliance developments and translate them into practical operational guidance for members.
  • Experience supporting bureau, council, or affiliated group oversight is a plus.

  • Travel is required to support member engagement, bureau leadership, industry events, committee activity, and the National Mixer Driver Championship.
