S ummary
The Assistant Vice President, Project Development is responsible for the initial development and ongoing budget oversight of all capital projects within the New York City Transit (NYCT) and MTA Bus portions of the MTA Capital Program, with the objective of ensuring that capital investments provide the best value for MTA customers and agency operations and maintenance.
Reporting to the Vice President, Project Development this position is responsible for working with stakeholders throughout C&D, NYCT, and MTA Bus to compile the best available information on project priorities, estimated costs, and schedules; to use that information to assemble an actionable program of projects that fits within the expected funding constraints; and to recommend project bundling strategies to maximize efficiency.
The position, furthermore, is responsible for overseeing the advancement of projects through each project delivery phase, ensuring that scope content and financial costs remain consistent with project intent/justification, and that capital budget control/modification procedures are followed.
Responsibilities
Assist with developing the MTA's five-year Capital Program; coordinate funding targets and strategies; work with MTA operating agencies to propose and prioritize projects, define scope, and manage changes to the Capital Program.
Assist with reviewing and approving transactions for compliance with capital policies and a capital program approved project's scope and budget, public authority law and business case review.
Assist with developing long-range planning strategies and documents, including the MTA's Twenty-Year Needs Assessment.
Assist in developing, managing and using various data sources and dashboards throughout the MTA's capital program, including Project Status Report (PSR), IMPACT, Capital Dashboard and others.
Creatively coordinate project phasing, sequencing, and "bundling" strategies (packaging needs into capital projects) to generate construction and contracting efficiencies.
Evaluate project investment alternatives, including cost/benefit analyses.
Monitor and control the evolution of project scopes and budgets throughout the project lifecycle.
Assist with the development and implementation of MTA Capital Program policies and procedures.
Evaluate planned capital projects and unfunded capital needs to take advantage of budget and funding opportunities and construction efficiencies; assist with changes to and rebalancing the Capital Program to accommodate new project needs.
Perform quantitative and qualitative analyses of capital program performance and evaluate progress vs budget, schedule, and other corporate goals and objectives.
Assist in developing and managing annual commitment and completion plans and associated reporting, monitoring and data collection.
Develop reports and presentation materials for internal and external purposes, including C&D Board and Committee materials and reports on special C&D initiatives and other programmatic performance metrics.
Education and Experience
A Bachelor's degree in Transportation, Urban Planning, Business, Public Policy, Construction Management, Finance/Economics, or a related field .
A Master's degree in public policy , public administration, urban planning, public affairs, or business administration is strongly desired.
Must have a minimum of fourteen (14) years of experience in Transportation Planning or Budgeting, Infrastructure, Finance, Planning, or a related field.
Must have a minimum of ten (10) years of managerial experience.
Competencies:
Familiarity with the MTA network and/or the MTA Capital Program.
Experience with project planning, scheduling, and/or budgeting.
Familiarity with the MTA's policies and procedures.
Familiarity with federal funding rules and regulations.
Excellent organizational and presentation skills.
Demonstrated supervisory and/or leadership capabilities.
Demonstrated proficiency in Microsoft Office Suite or similar applications, i.e., Word, Excel, PowerPoint, and Outlook.
