Hill International is seeking a Senior Program Construction Manager - Rail & Transit in Fort Lauderdale, Florida
This role is a chance to lead transformational, regionally significant transit investments. You would play a visible role on signature programs including rail modernization, rail corridors, expansions, BRT and station redevelopments. In addition, you will serve as a key advisor to top-tier clients including major transit agencies and infrastructure owners and help grow and shape a national PM/CM practice while staying grounded in construction delivery.
Responsibilities
Construction Leadership & Owner's Representation
  • Lead construction management and field delivery across large-scale transit and infrastructure programs
  • Serve as Owner's Representative, accountable for ensuring contractors meet all contractual, technical, and performance obligations
  • Direct and manage contractors, DB/DBOM teams, and consultants across complex delivery environments
  • Drive outcomes across safety and quality performance, schedule adherence and recovery, cost control and risk mitigation

Major Project & Program Delivery Oversight
  • Light rail/trolley modernization (e.g., fleet transition and infrastructure upgrades)
  • Heavy maintenance and storage facilities
  • New rail/transit corridors and expansions
  • Major station and transportation hub redevelopments
  • BRT corridors and surface transit systems
  • Manage multiple concurrent contract packages within large capital programs

Client Leadership & Stakeholder Engagement
  • Serve as a trusted advisor to major public-sector and regional transit agencies clients, including but not limited to SEPTA, DRPA, NJ Transit, Amtrak, WMATA, MTA, PRT, COTA, etc.
  • Interface with executive leadership and project sponsors, federal partners (FTA, FRA, etc.), multi-agency and multi-jurisdiction stakeholders
  • Team & Practice Leadership
  • Lead and mentor high-performing Construction Managers and field teams
  • Provide leadership across project, field, and program functions
  • Contribute to the continued growth of Hill's rail and transit practice

Pursuits & Strategic Growth
  • Play a key leadership role in pursuing major PM/CM opportunities
  • Provide technical expertise in construction phasing and delivery strategy, urban execution approach, risk assessment and mitigation, staffing and organizational structure

Qualifications
  • Bachelor's degree in Engineering, Construction Management, or related field
  • Professional Engineer (PE) preferred
  • 20+ years of experience in construction management and/or project management for major infrastructure and transit programs
  • Proven leadership delivering projects/programs: $500M+ required; $1B+ strongly preferred
  • Experience in construction management/field leadership roles, Owner's Representative assignments, contractor oversight and performance management and complex, multi-stakeholder urban environments
  • Experience in Design-Build and DBOM delivery models, rail systems, facilities, and/or multimodal infrastructure
  • Station or hub redevelopment strongly preferred
  • BRT or corridor-based infrastructure is a plus
  • Experience working with local major transit agencies or public clients is highly preferred
