Washington, DC - $143,913 - $187,093
Jacksonville, FL - $125,776 - $163,514

Qualifications:Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1. Demonstrate leadership and expertise in managing utility and energy programs within the Department of Defense (DoD), with a working knowledge of DoD and Navy organization, financial policies, regulations, and PPBE (Planning, Programming, Budgeting, and Execution) guidance. Specific Navy utility program experience is highly desired.
2. Demonstrate leadership and expertise and is considered an expert in financial management, utility commodities (including electricity, natural gas, water, wastewater, and steam), and cost-recovery programs; to include enterprise reimbursable rate development, regional funding allocations, financial execution compliance, and the oversight of both Navy-owned and Privatized Utility Systems.
3. Demonstrate the ability to work complex technical and financial utility issues, develop policy guidance, manage large-scale investment portfolios, overcome budget execution challenges, and implement enterprise-wide cost recovery recommendations.
4. Demonstrate the ability to work in a team of subject matter experts (such as Utility Consumption Analysts), seek common understanding on financial controls, and communicate common program goals.
5. Demonstrate skills required when working cooperatively with senior military and civilian leadership, including OPNAV, NAVFAC, CNIC Regions, tenant commands, utility privatization partners, and other key stakeholders.
