Job Description
Interactive Government Holdings (IGH) seeks a qualified individual to serve as a Volunteer Support Technician (VST) for the Employer Support of the Guard and Reserve (ESGR) - State Committed Support program. ESGR develops and promotes supportive work environments for Service members in the Reserve Components through outreach, recognition, and educational opportunities that increase awareness of applicable laws. ESGR consists of 54 committees located across all 50 states, the District of Columbia, Guam-CNMI, Puerto Rico, and the U.S. Virgin Islands. The network of 2,000 volunteers supports the mission throughout the country and each committee has a DoD appointed volunteer Chair to support the mission.
The VST will provide administrative, logistical, and subject matter expert services for ESGR. The VST will work in close coordination and cooperation with the ESGR HQ and State Chair. The VST will provide staff-level administrative support to the State Committee (SC) and program support to state leadership and volunteers, in the state where the position is located.
No VST shall hold or perform the duties of any volunteer position on the State Committee (SC). VSTs cannot volunteer for any Defense Support Services Center (DSSC) related duties, positions, or assignments.
Position Requirements
Job Duties and Responsibilities (not all inclusive):
  • Work in close coordination and cooperation with State Chairs, and resident Guard/ Reserve leadership at the national, state, and local levels.
  • Track compliance of State Committee volunteers, who have access to DOD-related Information Technology (IT) systems and any personal or sensitive information, annual Personally Identifiable Information (PII) and cybersecurity training.
  • Perform analysis and feedback of current systems and programs to provide recommendations for improvement for compliance with DSSC policies and guidance.
  • Provide input and recommendation for program improvement of the assigned area of the ESGR program to ensure compliance with ESGR's policies and guidance.
  • Perform administrative tasks facilitating the establishment and management of a volunteer network. Maintain all member data in ESGR systems of record (ESGR portal and EventPLUS).
  • Maintain accurate data in EventPLUS and the MMS. Perform continuous monitoring to ensure information is accurate and available.
  • Enter Patriot Award delivery confirmation details into EventPLUS and record Statement of Support signings.
  • Create events for all volunteer activities and complete the After-Action Report (AAR) in EventPLUS.
  • Download the online training report from EventPLUS and enter training completed by committee volunteers into their record in MMS.
  • Enter volunteer hours for the previous month into MMS.
  • Manage registration for all Employer outreach events in EventPLUS.
  • Provide data from ESGR systems to State Chair on volunteer's contributions and outstanding employers of RC members as requested by the State Chair.
  • Support volunteers in establishing working relationships with DSSC customers, stakeholders, strategic partners, and strategic alliances to enhance volunteer engagement in support of the ESGR mission.
  • Work with Government to coordinate and ensure all equipment purchased with ESGR funds are reported on the respective property books and properly hand-receipted for accountability.
  • Provide information to volunteers regarding the Joint Ethics Regulation, as they apply to volunteers representing DoD; specifically, the use of appropriated funds, gifts, travel, and relationships with non-DoD organizations (public sector, private sector, and non-profit organizations).
  • Coordinate and provide logistics support for all training events, conferences, and break-out sessions to include room set-up for professional seating and note taking, table space for each attendee; space for complete marketing fulfillment display; complete audio-visual package; and verifying the availability of internet services as needed. Please note , contractors shall not book hotel rooms on behalf of the government or volunteers.
  • Provide the National Guard United States Property & Fiscal Office (USP&FO) information, such as dates, number of people, and preferred locations, needed to coordinate government purchase card actions and contracts on behalf of ESGR.
  • Provide basic Information Technology assistance to volunteers, such as resetting passwords and log-in assistance for the ESGR Portal.
  • Provide administrative support to each state/territory chair and the HQ ESGR support staff in the planning and execution of SC activities in accordance with the guidance contained in ESGR Operating Instructions (ESGROI).
  • Keep the State Chair informed of all communications between the SC and HQ ESGR.
  • Provide Ad Hoc reports using MMS and EventPLUS to the State Chair or HQ ESGR.
  • Validate the accuracy of USP&FO and EventPLUS reconciliation reports and inform committee volunteers of status of funds.
  • Reconcile USP&FO and EventPLUS reports with HQ ESGR-approved SC Annual Spend Plans and notify the respective State Chair and Volunteer Support Regional team when expenditures are exceeding projections.
  • Provide the State Chair with an analysis of past funds execution, events, and activities for the State chair's development of SC Annual Spending Plans.
  • Facilitate communications and activities between HQ ESGR SC leadership and committee volunteers by distributing emails, flyers, and volunteer training information to volunteers.
  • Assist committee leadership with access to ESGR award nominations, formatting of award recommendations, and deadlines for submission.
  • Coordinate committee volunteer participation in Military outreach briefings.
  • Conduct quarterly validations of the accuracy of committee contact information and leadership information posted on the esgr.mil state page.
  • Ensure volunteers have all information required to effectively plan and execute the SC Military Outreach, Employer Outreach, Volunteer Training, Volunteer Awards, Public Affairs and Ombudsman missions.
  • Ensure volunteers are aware of the ESGR online resource library in MMS and content contained therein.
  • Act as a non-accountable official (NDEA) in DTS.
  • Review travel vouchers prior to submission to ensure proper voucher completion.
  • Maintain a tracking system of volunteer travel reimbursements; follow-up when a voucher is returned; and verify payment issuance.
  • Ensure that volunteers have a valid volunteer agreement, Department of Defense Form 2793, prior to preforming volunteer service and that the completed form is saved in the volunteers' MMS record.
  • Document and submit volunteer hours for the previous month into MMS no later than the 6th of each month.
  • Other duties as assigned.

Required Skills / Knowledge
  • Have familiarity with the National Guard and Reserve Component Organizations.
  • Have familiarity with the Uniformed Services Employment and Reemployment Rights Act (USERRA) of 1994, related DoD Directives and Instructions, respective RC policies and Instructions, or policies related to the same.
  • Demonstrate a high level of proficiency in Microsoft 365 programs, to include advanced capabilities in Microsoft office, Excel, PowerPoint and Teams.
  • Proficient using the government travel systems Defense Travel System (DTS), EventPLUS, MMS, ESGR.mil and Freedom Award Nomination applications.
  • Proficient in accurately placing orders with the Marketing Fulfillment vendor.
  • Must have strong organizational and interpersonal skills and work collaboratively with all assigned SC leadership to successfully reach/accomplish the ESGR Mission and End-State.

Required Education / Experience
  • Associates Degree *
  • A minimum of three (3) years of working experience with at least two (2) years of program management support, customer service support, or volunteer support.

*Associated Degree can be substituted for High School Diploma and five (5) years of working experience in a related field
Other Requirements
  • Be a US Citizen.
  • Possess a Valid State Driver's License.
  • Ability to pass a Tier 3 (T3) Defense Counterintelligence and Security Agency (DCSA) Background Investigation.
  • Comply with a regular five (5) day work week schedule, with occasional flexibility to work occasional evening and weekend events.
  • Some travel required.
