Expert Advanced Foreign Counterintelligence Operations InstructorPosition Overview

The client is looking for a Expert -Level Advanced Foreign Counterintelligence Operations Course (AFCIOC) and Advanced Operations Seminar Instructor for our Government Client in Quantico, VA

Responsibilities

The candidate will instruct a course that meets USD (I&S) mandated training certification requirements to be an Offensive Counterintelligence Operations (OFCO) Case Officer, thereby being capable of planning, developing, and executing OFCOs in accordance with DoD Instruction S-5240.09, OFCO. This course consists of classroom and practical exercises that frequently exceed 8-hour days. This course requires work after hours and weekends and requires travel inside the NCR and within CONUS. This instructor is required to have expert knowledge of threat country foreign intelligence entities’ (FIE) methodologiesand tactics, techniques, and procedures (TTPs).

Required Qualifications
  • The contractor must be a graduate from an accredited CI Special Agent credentialing school, must be a graduate of the Joint Counterintelligence Training Activity (JCITA) Advanced Foreign CI Operations Course (AFCIOC) or a legacy training course offered by the Military Departments including Army Advanced Foreign Counterintelligence Training Course (AFCITC), the Air Force Counterespionage Case Officer’s Course, or the Navy Counterespionage Operations Course.
  • The SME/instructor must have a minimum of ten(10) years of demonstrated experience conducting, instructing, and/or supervising OFCO in accordance with the DoDI-S5240.09.
  • Highly desired experience for the Senior-Level CI SME/Instructor includes experience as an Executive Case Officer, Team Chief, or Operations Officer.
  • The contractor must have served as an OFCO case officer with experience conducting the full operational cycle, shall be able to sit or stand for up to two (2) hours at one time, and be able to walk for up to five (5) miles in one day.
  • Current TS/SCI Clearance with CI poly or ability to obtain poly prior to starting on contract
  • Successful Completion of Pre-Employment Background Investigation required.
  • The status of applicable COVID-19 vaccination requirements under Executive Order 14042 are subject to change depending on applicable court orders and the course of ongoing litigation. Candidates may be required to show proof of COVID-19 vaccination or have an approved exemption.
