Senior Water/Wastewater Project Manager Tampa, Florida

Garver is seeking a Senior Water/Wastewater Project Manager to join our growing Water team in Tampa, Florida. This position offers an opportunity to play a key role in expanding Garver’s municipal water and wastewater practice throughout Tampa Bay and Florida. Working closely with the Tampa Water Business Team Leader, the successful candidate will lead multidisciplinary infrastructure projects, serve as a trusted advisor to municipal clients, lead and support strategic pursuits, and mentor developing project managers and technical staff. The candidate will be supported by Garver’s national network of water, wastewater, conveyance, treatment, and alternative-delivery professionals while helping build a strong local team. This position is based in Garver’s Tampa office, offers flexibility consistent with Garver policy, and requires periodic travel throughout Florida for client meetings, project needs, and industry events.

  • Wastewater pump stations, lift stations, and force mains
  • Water booster and repump stations, transmission mains, and storage facilities
  • Wastewater collection and water distribution system rehabilitation

  • Equalization, wet-weather, resiliency, and system-consolidation projects

Key Responsibilities

  • Serve as project manager and primary client contact for municipal water and wastewater assignments.
  • Manage project scope, schedule, budget, staffing, quality, risk, invoicing, forecasting, change management, and overall financial performance.
  • Develop and maintain trusted relationships with municipal utility clients throughout Tampa Bay and Florida.
  • Identify project opportunities and lead pursuit strategy, proposals, interviews, scope and fee development, and contract negotiations in coordination with Water Business Line leadership.
  • Lead multidisciplinary teams through planning, design, permitting, bidding, construction, startup, and closeout.
  • Coordinate technical specialists, support disciplines, subconsultants, and construction-phase personnel while remaining accountable for overall project quality.
  • Facilitate client, stakeholder, and technical workshops and communicate project status, decisions, risks, and required actions clearly.
  • Mentor project managers and engineers and assist with recruiting and development of the Tampa Water team.
  • Participate in relevant professional and industry organizations and represent Garver in the Florida water market.

Required Qualifications

  • Bachelor’s degree in civil, environmental, chemical, or a related engineering discipline from an ABET-accredited program.
  • At least 12 years of progressively responsible municipal water and wastewater engineering or consulting experience.
  • At least five years of successful project management experience, including responsibility for scope, schedule, budget, quality, financial performance, and client satisfaction.
  • Licensed as a Professional Engineer in Florida, or able to obtain Florida licensure by endorsement within six months of employment.
  • Experience managing multidisciplinary water or wastewater infrastructure projects through design and construction.
  • Demonstrated ability to develop scopes, fees, schedules, staffing plans, and project delivery strategies.
  • Strong written, verbal, client-service, negotiation, and team-leadership skills.

Preferred Qualifications

  • Established professional relationships within the Tampa Bay or broader Florida municipal utility market.
  • Experience leading proposals and interviews for publicly procured professional services.
  • Experience managing pump station, pipeline, storage, treatment, rehabilitation, or utility-planning projects.
  • Experience with collaborative delivery methods such as CMAR, design-build, or progressive design-build.
  • Demonstrated success mentoring staff and developing project management talent.
  • Relevant professional credentials, such as DBIA, PMP, or ENV SP, and active participation in organizations such as AWWA or WEF.
Working Conditions

Generally works in an office setting. Occasional travel to offsite locations to perform work and work-related tasks or attend meetings may be required. Physical demands include the ability to hear, understand, and distinguish speech in-person and on the phone, and visual acuity to read printed materials and screens.
