Enterprise Security Shared Services (ESSS) is a multi-function, integrated department within Enterprise Services providing security services across the enterprise. ESSS leverages tools and technology providing scalable services to the enterprise. ESSS team members represent Northrop Grumman on industry associations; leverage customer relationships through feedback, metrics, and open communication; and provide an inclusive and engaging work environment. ESSS enables the missions of the sectors and supports the corporate entity through its four organizations: Personnel Security Center; Business Resiliency; and Training, Compliance and Systems and Enterprise Security Control Center.
Northrop Grumman is seeking a dynamic and results-driven leader to serve as the Manager Security 3. We are looking for an experienced, organized Facility Security Officer (FSO) and lead the Personnel Security Center (PSC) and manage the company's personnel security program in accordance with the National Industrial Security Program Operating Manual (NISPOM) and related federal regulations. The FSO will protect classified information, maintain personnel security clearances for all cleared personnel (DoD & Intelligence Community), oversee physical security, visitor control, and emergency preparedness for the Irving Facility.
This position will be located in Irving, TX with a hybrid schedule. This is not a remote position.
Key Responsibilities:
  • Manage the Personnel Security Center, including call-center support, centralized records management, and virtual personnel file services to reduce investigation turn-times.
  • Administer the Company's personnel security program, ensuring compliance with NISPOM, DCSA regulations, and other applicable federal security requirements.
  • Oversee security operations: physical security, personnel security, visitor control, and emergency preparedness/contingency planning at the Irving Facility.
  • Lead, mentor, and develop a team of security professionals; foster an inclusive, collaborative work environment.
  • Coordinate with program management, cyber-security teams, external security contractors, and other functional groups to align security posture with business objectives.
  • Provide guidance and training on security protocols, NISS/DISS systems, and NISPOM requirements to staff and contractors.
  • Participate in business development activities and develop security support plans for future contracts and expansions.
  • Conduct regular security audits, vulnerability assessments, and corrective action tracking.
  • Prepare and present security status reports to senior leadership and government stakeholders.

Basic Qualifications:
  • Bachelor's Degree and 10+ years of relevant industrial security experience OR Master's Degree and 8+ years of relevant industrial security experience.
  • Experience managing Industrial Security teams and systems.
  • Candidates must have a current U.S. Government Top Secret levelsecurity clearance (at a minimum) in order to be considered.
  • Strong experience with 32 CFR Part 117 NISPOM and associated government regulations, including proficiency with the DCSA process for the DoD.
  • Demonstrated ability to complete multiple projects within critical deadlines, with excellent organizational, verbal, and written communication skills.
  • CDSE FSO Certification.

Preferred Qualifications:
  • Proficiency in Microsoft Office/M365 (Word, Excel, Teams, PowerPoint) and strong working knowledge of office automation.
  • Strong communication and leadership skills to train staff and interface with management.
  • Ability to manage multiple projects in a fast-paced environment.
  • Excellent communication skills.
  • Ability to work independently and follow projects through to completion.
  • Ability to maintain flexibility to deal with changing priorities and deadlines.

Primary Level Salary Range: $138,400.00 - $207,600.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
