Technical Program Manager - Level V
itD is seeking a Water Program Manager (Technical Program Manager - Level V) to lead strategic water and wastewater programs supporting the development and operation of a large-scale data center portfolio. This role will drive multi-year water program initiatives, oversee compliance frameworks, manage utility partnerships, and coordinate cross-functional infrastructure programs that support sustainability goals and operational excellence. The ideal candidate brings deep expertise in water and wastewater infrastructure, regulatory compliance, and construction program management, with a proven track record of delivering enterprise-scale infrastructure initiatives and leading complex cross-functional programs.
Location: Remote (Preference for candidates located in the Eastern or Central U.S. time zones)
Travel: Up to 50% domestic travel required.
Duration:18Months
Pay Rate: Competitive, depending on experience.

Responsibilities
  • Lead the development and execution of a multi-year water program roadmap aligned with infrastructure growth and sustainability objectives.
  • Manage water and wastewater compliance programs, including governance processes, audit readiness, permitting requirements, and regulatory oversight.
  • Oversee water infrastructure projects by coordinating engineering design reviews, construction schedules, budgets, scopes, and quality standards.
  • Build and maintain strategic relationships with water and wastewater utilities throughout construction and operational phases.
  • Develop and manage water monitoring, data governance, and reporting frameworks to support operational decision-making and compliance.
  • Monitor regulatory, environmental, and policy developments impacting water supply, wastewater discharge, and infrastructure planning.
  • Partner with engineering, construction, sustainability, finance, operations, and strategy teams to deliver cross-functional water infrastructure initiatives.
  • Lead strategic initiatives involving water conservation, alternative water sourcing, water recycling, and emergency water mitigation planning.

Internal Responsibilities
  • Attend regular internal practice community meetings.
  • Collaborate with your itD practice team on industry thought leadership.
  • Complete client case studies and learning material (blogs, media material).
  • Build out material to contribute to the Digital Transformation practice.
  • Attend internal itD networking events (in person and virtual).
  • Work with leadership on career fast-track opportunities.

Required Qualifications and Skills
  • 12+ years of progressive experience managing water and wastewater infrastructure projects.
  • Bachelor's degree in Civil Engineering, Environmental Engineering, or a related technical field.
  • Technical expertise in industrial water use, wastewater discharge, water efficiency practices, and U.S. water policy and permitting.
  • Experience managing permitting and construction of water infrastructure projects.
  • Experience leading large, cross-functional infrastructure or technical programs.
  • Strong knowledge of water and wastewater compliance, regulatory requirements, and utility coordination.
  • Excellent stakeholder management, relationship-building, and communication skills.
  • Ability to travel domestically up to 50%.

Preferred Qualifications and Skills
  • Master's degree or Ph.D. in Civil Engineering, Environmental Engineering, or a related field.
  • Professional Engineer (PE) license.
  • Experience with NPDES permits and industrial pretreatment permitting.
  • Experience working with U.S. water and wastewater utilities.
  • Experience supporting hyperscale data center water or wastewater infrastructure.
  • Experience developing enterprise-scale compliance frameworks and data governance programs.
  • Experience with water recycling, alternative water sourcing, and sustainability initiatives.

Education
  • Bachelor's degree in Civil Engineering, Environmental Engineering, or a related technical field required.
  • Advanced technical degree (M.S. or Ph.D.) preferred.
  • Professional Engineer (PE) license preferred.
