About your new Career:
As our new Vice President of Land Development, you will lead the construction planning, infrastructure development, and horizontal improvement construction of large-scale residential, mixed-use, multifamily, and commercial projects throughout Northern California.
This is a senior leadership opportunity for a proven land development executive to oversee the transformation of raw land into thriving communities, guiding projects from due diligence and entitlement support through construction, agency acceptance, turnover, and bond exoneration.
Your work will include:
As Vice President of Land Development, you will provide leadership across multiple projects and jurisdictions while partnering with internal teams, civil engineers and other consultants, utility providers, municipalities, and homebuilders to ensure successful project delivery. You will direct all aspects of horizontal land development, including:
  • Grading and earthwork
  • Wet and dry utility installation
  • Streets and roadway improvements
  • Stormwater infrastructure
  • Landscaping, common areas, walls, and fencing
  • Public and private improvements
  • Site maintenance and asset stewardship
  • Agency coordination and regulatory compliance

Project Delivery
  • Lead planning, budgeting, bidding (in association with the company purchasing team), contracting, scheduling, and execution of horizontal development projects.
  • Maintain accountability for project schedules, budgets, quality standards, safety, and overall performance.
  • Identify opportunities for value engineering, cost savings, and schedule optimization.

Lead Construction & Infrastructure Operations
  • Direct grading, utility, roadway, stormwater, landscaping, and site improvement activities.
  • Oversee contractors, consultants, inspectors, and project teams to ensure efficient execution.
  • Resolve field challenges proactively and drive timely decision-making.

Manage Agency & Stakeholder Relationships
  • Coordinate approvals, permits, inspections, utility clearances, and agency authorizations.
  • Build productive partnerships with municipalities, regulatory agencies, utility providers, and project stakeholders.
  • Ensure projects remain positioned for successful construction starts and completion milestones.

Support Business Objectives
  • Collaborate closely with external homebuilder customers, and Lewis multifamily, and commercial development teams.
  • Help ensure land is delivered on time and ready for vertical construction.
  • Contribute to strategic planning, due diligence, and development initiatives across the organization.

More info: This role is located at the Sacramento, CA regional office, Monday to Friday, working on projects within the greater Sacramento/Northern CA area. Auto travel will be required to visit projects, with occasional air travel to the Southern CA corporate office.
Skills for Success
  • 10+ years of progressive leadership experience in land development, horizontal construction, civil infrastructure, or related development disciplines.
  • Strong knowledge of civil infrastructure and site development, grading and earthwork, wet and dry utilities, stormwater systems, permitting and agency approvals, as well as construction administration and project controls.
  • Experience delivering residential, master-planned community, mixed-use, multifamily, or commercial development projects.
  • Demonstrated success managing large budgets, multiple stakeholders, and complex project portfolios.

Education & Skills
  • Bachelor's degree in Civil Engineering, Construction Management, or a related field is preferred.
  • Professional Engineer (PE) license and/or General Contractor license is a plus
  • Experience with Microsoft Project, Procore, Bluebeam, or similar construction management platforms
  • Familiarity with AI-enabled productivity tools and emerging technologies that enhance project execution and decision-making
