Job Summary:
Reporting directly to the Senior Vice President and Chief Financial Officer, the Assistant Vice President, Treasury and Financial Services is a senior finance leader responsible for overseeing the University's treasury operations, student accounts, bond portfolio, investment liquidity, and the flow of externally sponsored funds. This position plays a critical role in safeguarding institutional liquidity, strengthening cash management practices, supporting regulatory and audit compliance, and ensuring sound stewardship of University financial resources.
The AVP provides strategic and operational leadership for Student Accounts, treasury and banking operations, oversight of the University's bond portfolio, and investment liquidity management. In addition, this role provides financial leadership for Office of Sponsored Programs (OSP) audit coordination and funds flow, ensuring alignment with sponsor requirements, internal controls, and University policies. The position serves as a key member of the CFO's leadership team and interacts regularly with executive leadership, external auditors, banks, bond advisors, investment managers, and other financial counterparties.
Location: This on-site position will sit in the Business Office at our Waterfront Plaza campus site in downtown (Ala Moana) Honolulu.
Qualifications:
Minimum Qualifications:

• • Bachelor's degree in finance, accounting, business, or a related field; and/or
  • Minimum seven (7) years of progressively responsible experience in treasury, finance, accounting, or financial services.
  • Knowledge of accounting systems and internal control requirements.
  • Thorough knowledge of GAAP, fund/governmental accounting practice and principles, and Accounting Standards Codification (ASC).
  • Demonstrated experience overseeing cash management, banking relationships, and liquidity forecasting.
  • Strong analytical, written, and oral communication skills.
  • Proficiency in Microsoft Office applications, including Excel, Word, and Outlook

Desired Qualifications:

• Master's degree in finance, accounting, business administration, or a related field.
• Experience in higher education or a complex nonprofit organization.
• Experience with debt management, bond financing, or interaction with rating agencies and bondholders.
• Familiarity with sponsored program funding, compliance, and audit requirements.
• Experience with enterprise financial systems (e.g., Ellucian Banner) and banking platforms.
• CPA, CFA, or similar professional credential.

Other Qualifications:

• Candidates must be legally authorized to work in the United States. Visa sponsorship and relocation allowance are not available for this position.
• Report to work obligations to support the department and may require work during HPU's winter break, if necessary.
• This position may be considered an essential position with report to work obligations depending on the type of emergency, campus closure, or evacuation.
• Must meet training and background check qualifications and comply with the Protection of Minors policy.
• Upon hire, must maintain reliable personal transportation to facilitate travel between to all HPU worksites and other locations as required by the position. This includes a valid driver's license and a personal vehicle that is legally registered and insured.
• Able to work all shifts and extended hours, as applicable.
• Ability to work in a fast-paced environment requiring excellent time and stress management skills.

Key Responsibilities/Essential Job Functions:

1. Treasury and Liquidity Management (40%)

• Provide integrated oversight of the University's treasury functions, bond portfolio, and investment liquidity, including cash positioning, liquidity forecasting, monitoring covenant compliance and continuing disclosure requirements, and ensuring adherence to investment policies.
• Coordinate with the CFO, bond counsel, financial advisors, banks, investment managers, and external auditors on treasury, debt, and liquidity-related matters.
• Direct short-term investment and liquidity strategies to optimize safety of principal, liquidity, and yield in alignment with University policy and operational needs.
• Prepare analyses and materials related to treasury performance, debt service and refinancing opportunities, liquidity sufficiency, and long-term debt and liquidity strategy.

2. Student Accounts Oversight (30%)

• Provide strategic and operational leadership for Student Accounts, including billing, receivables, collections, refunds, and customer service operations.
• Ensure student account processes support enrollment and student success while maintaining sound internal controls.
• Collaborate closely with Enrollment Management, Financial Aid, and Academic Affairs on policies and practices affecting student financial obligations.
• Monitor receivables, aging, and cash collections; develop strategies to improve collections and reduce outstanding balances.

3. Office of Sponsored Program (OSP) - Audit & Flow of Funds (15%)

• Provide financial oversight for the flow of sponsored program funds in coordination with the Office of Sponsored Programs and the Controller's Office.
• Support audit readiness and compliance related to sponsored programs, including Uniform Guidance requirements.
• Ensure timely and accurate financial reporting, drawdowns, reconciliation, and closeout of sponsored funds.

4. Talent Development & Leadership (10%)

• Collaborate closely with the AVP Controller, AVP Financial Planning, and other finance leaders to ensure alignment across financial functions.
• Build, lead, and retain high-performing teams to support organizational goals and institutional priorities.
• Supervise and manage direct report(s) to drive engagement, accountability, and alignment with the University's mission, vision, values, code of conduct, and division/department objectives.
• Promote professional development, succession planning, and personal growth through ongoing coaching, mentoring, and timely feedback.
• Conduct regular performance discussions; proactively address performance or conduct concerns; document issues; and consult with Human Resources as appropriate.
• Complete annual performance review processes by established deadlines, including goal setting, progress discussions, and formal evaluations.
• Serve as a role model by leading with integrity, professionalism, and openness to feedback.

5. Other Duties and Special Projects (5%)

• Actively participates as an effective member of team by completing assigned duties, accepting additional assignments or reassignments.
• Assists with seasonal peaks.
• Prepare analyses, reports, and materials for senior leadership and Board committees as requested.
• Perform other duties as assigned in support of the University's mission and strategic objectives.
