Position Overview

Help us shape the future of Mobility.  Our organization is at a pivotal inflection point, transforming from a project-based, IT-centric execution model to a modern Product Operating Model. We're seeking a visionary VP of Product, Government Solutions to lead this transformation and own outcomes across our Government Solutions product portfolio. This role reports to the SVP, Head of Product with accountability and a dotted line reporting relationship to the EVP, Government Solutions.

Our solutions integrate cameras, radar sensors, AI-powered edge processing, SaaS back-office software, payment systems, and managed maintenance services into end-to-end platforms trusted by government customers. Our vision is to protect lives and increase roadway safety through innovative technology and reliable services and ensure our solutions remain smart, safe, and connected at scale.

You'll evangelize a compelling product vision, coach and empower product teams, and turn real customer problems into scalable, compliant, high-reliability solutions. You'll stand up and coach empowered product teams-led by Durable Trios of Product, Engineering and Design, spanning hardware, AI, SaaS and services-to solve real customer problems and drive measurable business and customer impact. While you won't directly own a P&L, your work will move the business - driving sustainable growth, profitability, and customer success. 

You will lead the shift from output-focused delivery to business results that matter and drive customer value.  You will cultivate deep, real-world understanding of customer needs, and you'll get teams to engage with customers early and often to test their ideas so that we deliver valuable, viable, usable and feasible solutions.

Essential Responsibilities

Product Vision & Strategy

  • Own and Inspire Product Strategy for Government Solutions: Define and communicate a compelling, insight driven product vision and strategy aligned with the company's mission, vision, and business goals. Ensure team objectives clearly connect to organizational priorities and desired customer outcomes.
  • Define the North Star: Craft and champion a unified product vision that brings together a diverse portfolio into a seamless, customer-centric ecosystem.
  • Shift to Outcome-Based Objectives: Move the organization from sales-driven feature lists to problem-focused, outcome-driven plans. Success will be measured by business outcomes including customer retention, increasing adoption, and driving margin expansion.
  • Team Topology & Portfolio Strategy: Continuously optimize the Team Topology (organization structure) to minimize dependencies and prioritize opportunities that drive growth and innovation. Sets portfolio and product objectives tied to customer and financial impact.

Organizational Transformation & Leadership

  • Institutionalize the Product Model: Design an effective Team Topology that fosters cross-collaboration across Product Management, Engineering, and Design as a partnership of missionaries that accelerates cross-functional collaboration and innovation  
  • Coach World-Class Talent: The single most important responsibility of this role is to coach your product managers to mastery. Recruit, coach, and retain exceptional product leaders. Elevate Product Design as a strategic peer to Engineering and Product Management, ensuring a balanced and customer-centric approach. Develops Director-level Product Managers and Leads as coaches, improving the organization's capacity to discover, decide, and deliver.
  • Be a Cultural Change Agent: Drive a mindset shift to problem-solving. Bridge the gap between operational excellence and future innovation, creating a culture that thrives on solving customer challenges in a meaningful and innovative manner. Foster a culture of empowered, outcome-driven product teams, where success is measured by outcomes, not output.

Execution & Delivery

  • Drive Product Discovery and Delivery: Champion a customer-centered discovery process, working closely with Engineering and Product Design to confront risks early, validate  and deliver impactful solutions. Balance innovation with the practical realities of government procurement and compliance.
  • Manage Business Viability: Balance innovation with the practical realities of government procurement and compliance. You ensure solutions work for our business (legal, sales, finance), not just the user.
  • Platform Modernization: Collaborate with Engineering to lead the systems migration to modern, microservices-based platforms that increase agility, scalability, and strengthen customer acquisition.
  • Discovery-First Mindset: Champion a culture of continuous product discovery. Ensure teams validate value, usability, feasibility, and viability before writing code, minimizing waste and maximizing impact.
  • Customer Focus: Serve as a trusted product leader in conversations with government customers, policymakers, and community stakeholders. Champion discovery and continuous learning to ensure products address real-world needs.
  • Outcome-Driven Governance: Oversee the Quarterly Product Business Review process to provide transparency into product health, strategic alignment, outcome metrics, data-driven insights and share learnings on what is and isn't working.

  • Ability to define and sustain a cohesive product vision that aligns customer problems, business strategy, and technology possibilities across a complex, multi-portfolio organization.

Coaching & Staffing    

  • Proven ability to assess product managers and coach them to competency. Expertise in shifting teams from output-focused delivery to outcome-based accountability.

Team Topology & Portfolio Strategy    

  • Strong judgment in defining team boundaries (topology) and allocating capacity  across core platforms, modernization, and new growth initiatives, making decisions to maximize enterprise value.

Product Operating Model Transformation

  • Demonstrated success institutionalizing a modern Product Operating Model with empowered cross-functional teams, clear decision rights, discovery-first practices, accountability and transparency.

Executive Decision Quality

  • Ability to make timely, high-quality decisions under ambiguity by balancing customer needs, financial return, technical feasibility, business viability and risk, while enabling decision velocity across the organization.

Talent & Organizational Leadership

  • Track record of building, coaching, and retaining high-performing product, design, and engineering leaders, elevating capability and fostering strong cross-functional partnership.

Executive Communication & Influence

  • Exceptional ability to communicate product strategy, trade-offs, and outcomes with clarity and credibility to the CEO, Board, and senior leaders, building alignment across diverse stakeholders.

Domain Fluency in Complex Ecosystems

  • Competency in managing products at the intersection of hardware, software, and the physical world. Ability to navigate high-compliance environments and understand logistics, supply chain, and maintenance implications of hardware-enabled software.

Qualifications

  • Experience:10+ years of product leadership experience, with at least 5 years at the senior leadership or VP level in a medium-to-large public software or technology-enabled services company.  Bachelor's degree in Business, Computer Science or a related field of study.  Master's degree preferred.
  • Transformation Track Record: Demonstrated success in transforming feature-team organizations into empowered product team organizations.    
  • Domain Expertise: Experience in complex B2B/B2G/B2C environments; GovTech, transportation, public safety, IoT/Smart City, FinTech, defense tech or other regulated markets strongly preferred.  You understand how to innovate in complex high-compliance, hardware-enabled environments where software interacts with the physical world. 
  • Strategic Financial Acumen: Ability to speak the language of the C-Suite and Board. You understand how to connect product KPIs to financial outcomes
  • Technical Fluency: You possess a deep understanding of modern platform architecture (APIs, microservices, cloud migration) and can partner effectively with Engineering leadership to reduce technical debt and enable innovation
  • Change Management: Exceptional interpersonal skills and resilience. You are capable of driving alignment across Business Units and functional partners to deliver a unified customer experience.
