VP Programs & Operations – Position Description

Reporting Structure: This exempt position reports directly to the President and works closely with the CEO on strategic initiatives.

Location: Fairfax-based with 2-3 days in office and 2-3 days remote. Periodic travel may be required to customer sites, conferences, and company locations.

Security Clearance: US Citizenship and active TS required; Active SCI preferred or the ability to obtain SCI access.

Certifications: Active PMP required.

Summary: The VP Operations & Programs is a key member of the Executive Leadership Team responsible for driving operational excellence, quality execution, and strategic growth across the company’s portfolio of Defense and Intelligence programs. This leader oversees program delivery, operational performance, organizational leadership, corporate IT infrastructure, and corporate facilities while ensuring alignment with company objectives, customer expectations, and contractual requirements.

The role serves as a senior strategic advisor to executive leadership and is expected to influence decision-making, drive cross-functional outcomes, and build strong relationships with internal and external stakeholders, including customers, partners, and government representatives.

This position requires a balance of strategic leadership, operational rigor, customer engagement, and organizational development in a fast-paced, mission-focused environment.

Key Responsibilities:

Executive Leadership & Strategy

  • Serve as an active member of the Executive Leadership Team, contributing to company strategy, operational planning, organizational priorities and growth initiatives.
  • Translate strategic objectives into operational plans, measurable outcomes, and execution accountability.
  • Drive operational excellence, organizational discipline, and scalable processes to support company growth and long-term business performance.
  • Partner with executive leadership to identify growth opportunities, operational risks, and resource needs.

Program & Operational Leadership

  • Lead and manage execution of the company’s program portfolio to ensure successful delivery of cost, schedule, technical, quality, and customer objectives.
  • Establish operational standards, governance, and performance metrics to drive consistent execution and portfolio health.
  • Oversee program risks, staffing, compliance, and customer satisfaction across programs and support functions.
  • Drive operational efficiencies, scalable processes, and continuous improvement initiatives.
  • Partner with Business Development and Capture teams to support growth, transition planning, and program startup activities.

Leadership & People Development

  • Directly supervise People Managers and all program/project employees, including oversight of goal setting, performance management, merit planning, and organizational leadership activities.
  • Build, lead, and develop high-performing technical and program management teams through clear expectations, coaching, mentorship, and constructive feedback.
  • Foster a performance-oriented culture through timely coaching, candid feedback, leadership development, and accountability.
  • Mentor leaders, support succession planning, and organizational capability development.
  • Drive employee engagement and leadership effectiveness across operational functions.

Customer & Stakeholder Engagement

  • Serve as a senior-facing representative with customers, government stakeholders, teaming partners, and vendors.
  • Build trusted relationships that strengthen customer confidence and support long‑term growth.
  • Support executive communications, operational reviews, and strategic customer engagements.
  • Influence outcomes through effective collaboration, communication, and decision‑making.

Corporate IT & Facilities Oversight

  • Oversee corporate IT operations, infrastructure, cybersecurity coordination, and technology support functions to include maintenance of ISO9001 and CMMC L2 certifications.
  • Ensure corporate systems and infrastructure effectively support operational and business needs.
  • Provide executive oversight of corporate facilities management, including workplace operations, and physical security & infrastructure planning.
  • Ensure operational continuity and support readiness across all company locations.
Required Qualifications:
  • Bachelor’s degree in Business, Engineering, Computer Science, Information Technology, Management, or related field and an active PMP certification.
  • 15+ years of progressive leadership experience in operations, program management, or executive leadership within the Defense, Intelligence, or Government Contracting environment.
  • Demonstrated experience managing complex portfolios, programs, or operational organizations.
  • Experience leading operations and program execution within Defense and Intelligence contracting environments, including knowledge of EVM principles, FAR/DFARS requirements, and government acquisition processes.
  • Demonstrated experience leading, developing, and managing high-performing teams, including mentoring leaders, driving accountability, and building organizational capability.
  • Ability to thrive in a growth‑oriented environment requiring flexibility, initiative, and a hands‑on approach to leadership.
  • Experience leading cross‑functional teams and influencing executive-level decisions.
  • Experience overseeing operational support functions such as IT, facilities, or enterprise services.
  • Proven ability to drive operational execution, organizational scalability, and business performance.
  • Experience supporting growth, capture, and transition activities.
  • Excellent leadership, communication, and customer/stakeholder management skills.
  • US Citizenship required and active TS required with the ability to obtain SCI access.
