You will serve as a TRAFFIC MANAGEMENT SPECIALIST in the SUPPLY DEPARTMENT (500), MATERIAL DIVISION (CODE 530), TRAFFIC BRANCH (CODE 532), of TRIREFFAC KINGS BAY.Qualifications:Your resume must demonstrate at least one year of specialized experience at or equivalent to the
GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience in the transportation field of all transportation modes, their capabilities, carrier operating authorities, rights and services offered. Experience applying published regulations, directives, publications and technical guides concerning freight classification, rating and routing procedures and exercise sound judgement to independently interpret and formulate decisions from such material. Experience in resolving most day-to-day technical problems without supervisory assistance. Experience planning the methods for carrying out assignments, locating and selecting data, making independent analyses and preparing resulting recommendations and reports. Experience making transportation arrangements, which involve securing any required clearance, routing, or bookings for shipments to all parts of the world via all modes of transportation. Experience arranging special missions and negotiating with commercial carriers such as truck, rail, and air carriers for special equipment which are necessary to maintain a stable transit environment for explosive and incendiary materials, and other environmentally sensitive materials and equipment.

Specialized Experience (for positions above GS-5): Examples of qualifying specialized experience include:- Managing or participating in managing a transportation or traffic program involving (1) operating a transport or traffic system to move passengers or commodities of an organization when there is accountability for operating costs, (2) operating a transportation system to provide common carrier types of services to shippers, and (3) procuring common or other carriers and other transportation services to move an organization's personnel, freight, and/or other commodities.
- Conducting or participating in conducting surveys and studies of the traffic management function, operating methods, procedures, and performance.
- Making presentations on traffic matters before Federal, State, or local regulatory bodies.
- Performing loss and damage prevention work when this included responsibilities such as policy and procedures formulation and studies of traffic operations and services.
- Negotiating with carriers and/or regulatory bodies on questions of rates, transit privileges and charges, special services and charges thereof, and classification of commodities.
- Providing advisory service involving commodity analysis from the transportation standpoint.
orCertificatePossession of a certificate as Certified Member, American Society of Transportation and Logistics meets the requirements for GS-5. Persons with such certificates may also qualify for higher grade levels based on their education and/or experience.
