Business Management Associates (BMA) is seeking an experienced HR Staffing Specialist/Classification - DEU Certified. The contractor(s) will provide positions at agency to include General Schedule (GS), Administratively Determined (AD), Senior Executive Service (SES), and Excepted Service at various grades.
RESPONSIBILITIES & DUTIES:
  • Consultant will conduct review of position descriptions and advice on the appropriateness, quality, and accuracy of written descriptions of duty statements. Provide advice for the planning, hiring and evaluation of employees. Develop long term strategies and solutions for recruitment, retention, training, and providing performance management. Prepare draft position descriptions and critique existing position descriptions. Make recommendations regarding the appropriate title, series, and grades of positions in agency or the respective sub-office.
    • Assist or conduct Position Management (PM) Reviews or other special projects to assist in conducting position management, organizational structure evaluations and occupational reviews collecting relevant information (PDs, organization charts and other relevant information in collaboration with agency business partners and HR officials as needed to meet organizational objectives. Provide advice on pm policies including supervisory ratios, appropriate use of assistant and leader positions, fragmented organizational structures, job restructuring, and impact on positions or employees of planned reorganizations; and provide recommendations for improvements in position and organization structures considering the full range of life cycle requirements. Assist management with planning reorganizations such as consolidation or realignment of existing functions.
    • For Excepted Service positions, assist management as requested in determining designation of Pay Plan AD positions as Senior Manager (SM) or Professional Technical (PT) and recommend compensation rates that are consistent with duties and responsibilities.
  • Provide, in collaboration with agency officials and management officials, qualification and pay determinations, staffing levels, outplacement programs (as needed), and agency incentives determinations/availability such as recruitment retention, compensation, relocation, or as needed provide expertise in agency Voluntary Early Retirement Authority (VERA) and Voluntary Separation Incentive Payment (VSIP) Program needs.
  • Perform work that involves the reporting and oversight of WebTA/QuickTime leave errors/audits. Contractor shall provide general information advice and guidance WebTA/QuickTime users and administrators. Provide timely/accurate determinations and calculations of pay, leave, service computation date(s), health and life insurance entitlements, retirement eligibility/pre-retirement calculations, retirement benefits, and consultative services to managers, supervisors, employees regarding such benefits.
  • Review and analyze positions to determine proper title, series, and grade and advising managers on position management issues. Conduct and respond to desk audit requests and advise managers on the adequacy of position descriptions.
  • Assist the review, completion and documentation of selections and candidates for positions, annotating SF-52 (Request for Personnel Action). Evaluating and processing personnel action requests such as promotions, reassignments, and separations utilizing various human resources information technology systems (Electronic Official Personnel Folder (eOPF), automated on-boarding systems (WTTS/EODS), personnel action processing systems (DOI, FPPS, NFC), electronic SF-52 systems, personnel reporting systems (staffing plans, FTE reports, recruitment tracking systems) and payroll systems WebTA/QuickTime)
  • Contractor shall provide services in a range of federal classification functions for a variety of occupations and grades in the General Schedule, Senior Executive Service, Senior Level, Administratively Determined, or other Federal classification systems, in accordance with Title 5, United States Code (USC) or other appropriate authorities. Services may be provided with or without delegation of classification signature authority to line managers, dependent upon agency policies and requirements. Services could include additional work as needed that is reasonably related to or associated with performing this type of function in a federal environment. Examples of additional work may include but not be limited to the following actions

QUALIFICATIONS & REQUIREMENTS:
  • Staffing Support Services (Specialist) shall be Delegated Examining Unit (DEU) certified. Non DEU certified Specialist shall obtain certification within thirty (30) days of onboard date.
  • Must have extensive background in staffing and placement and classification in the Federal Government
  • Must have demonstrated experience performing responsibilities and duties
  • Applicants selected will be subject to a government background investigation and must meet eligibility and suitability requirements.

EDUCATION & EXPERIENCE:
  • Bachelor's degree required and seven (7) years' federal Human Resources experience
