The Virginia Department of Transportation’s (VDOT) Information Technology Division (ITD) is seeking a Business Systems Analyst to work as a key member of the Design Team for IT projects. This analyst will support teams working in Agile (Kanban and Sprint) as well as traditional Waterfall methodologies for Software Development Lifecycle (SDLC).

Job Responsibilities
  • Analyze business processes, identify pain points, conduct root cause analysis, and recommend business and technical solutions to improve operational efficiency.
  • Elicit, document, and manage business requirements, user stories, acceptance criteria, use cases, process flows, and requirements traceability throughout the project lifecycle.
  • Collaborate with business stakeholders, product owners, developers, vendors, and project teams to translate business needs into actionable technical solutions.
  • Create and maintain process diagrams, wireframes, prototypes, mockups, and other artifacts to support solution design and stakeholder understanding.
  • Decompose requirements into Epics, Features, and User Stories; document dependencies and align requirements with technical design specifications.
  • Support Agile delivery by assisting with product backlog management, prioritization, sprint planning, and continuous process improvement initiatives.
  • Develop and execute testing strategies, including test plans, test cases, regression testing, and User Acceptance Testing (UAT), ensuring solutions meet business requirements and quality standards.
  • Coordinate project activities and communications by facilitating meetings, documenting decisions and action items, managing multiple priorities, and providing regular status updates on project progress, risks, and issues.
Required/Desired Skills
  • The candidate must have a minimum of 10 years of experience delivering business and systems analysis artifacts.
  • 5+ years of experience as an Agile Business Analyst; strong understanding of Scrum concepts and methodology.
  • Experience organizing and maintaining Product and Sprint backlogs.
  • Experience translating client and product strategy requirements into application requirements and user stories.
  • Proficient with defining acceptance criteria and managing acceptance process with development.
  • Experience with large, multi-module systems.
  • Expertise with Microsoft Office products (Word, Excel, Access, Outlook, Visio, PowerPoint, Project Server).
  • Experience with Application Lifecycle Management (ALM).
  • The candidate must have exceptional written and oral communications skills and have the proven ability to work well with a diverse set of peers and customers.
  • Experience in managing projects or workstreams independently.
Preferred Qualifications
  • Experience using Team Foundation Server for agile software development and work item tracking.
  • Ability to create low and high‑fidelity wireframes to visually represent user flows and functionality.
  • Experience building interactive dashboards and reports using Power BI Desktop.
  • Strong experience in writing complex SQL queries for data extraction, transformation and reporting.
  • Certified Scrum Master or Equivalent, experience running sprints & ceremonies.
  • Ability to manage small‑scale projects or workstreams independently.
  • Experience using tools such as MS Project, JIRA, Confluence or equivalent.

Location: 1401 E. Broad St., Richmond, VA (Hybrid – four days on site that will eventually turn into occasional onsite work arrangement).

Salary: $100K-$110K/year with benefits.
