Job description

Valiant Harbor International is a CVE Service-Disabled Veteran Owned Small Business that specializes in technical, programmatic, acquisition, compliance, and financial services for Government science and technology, research and development, and technological programs. At Valiant Harbor International, we emphasize our intense focus on helping federal government agencies identify and address organizational challenges to tailor and integrate specific solutions to solve their most difficult problems. Success is defined by our ability to meet our customers’ needs quickly, efficiently, and effectively.
Valiant Harbor International is seeking a Technology Transition Manager (Sr. Research Analyst) to support the Office of Naval Research (ONR) Warfighter Performance Department (Code 34), aligning technology development with capability needs to bridge the gap between scientific research and operational deployment.  This is a full-time position.  
Key Responsibilities:

  • Facilitate dialogue with Navy, Marine Corps, Joint Staffs, and acquisition entities to align technology development with operational needs.
  • Create and support opportunities for ONR Program Officers to engage with stakeholders and decision-makers.
  • Draft inputs for briefings and maintain classified/unclassified records across ONR systems (SIPRNET, NIPRNET, JWICS, D&A Portal).
  • Analyze Code 34 projects and investments against strategic priorities, gaps, and external demand signals to inform leadership decisions.
  • Track and assess external efforts (e.g., DARPA, OUSD(R&E)) for alignment and transition opportunities; support ONR participation.
  • Prepare key documents like TDAs and “Path to the Fleet” slides; identify opportunities for experimentation and exercises.
  • Plan, coordinate, and document meetings related to transition activities, including stakeholder engagement and action tracking.
  • Attend relevant events, review strategic guidance, support technology demonstrations, and manage classified materials securely.

Required Qualifications:
  • A bachelor’s degree from an accredited college or university with a minimum of 10 years of experience.
  • TS/SCI security clearance.
  • Demonstrated experience in supporting long-term projects and short-term tasks.
  • Demonstrated experience attending scientific and engineering (S&E) meetings.
  • Demonstrated experience in developing, executing, and monitoring project plans, and assembling and organizing information associated with product development and transition of applied and advanced development research to prototyping, field testing, and acquisition.

Desired Additional Qualifications:
  • Ten years of experience related to transitioning commercial technologies.
  • Demonstrated experience in program development and management, in science and technology.
  • Demonstrated experience in program development and management, in acquisition.
  • Experience preparing, handling, storing, couriering, and arranging for digital projection.

Work Environment: Hybrid; minimum of 3 days on-site per week required at ONR.
Salary Range: Negotiable
