Role description:

Arcadis is seeking a Construction Manager, Utilities to join the team in the Los Angeles area to performs a wide variety of professional engineering work in either a field or office setting.

The Construction Manager, Utilities will be responsible for on-site construction management activities and will be the primary point of contact with the 3rd party utility owners during the construction phase. Arcadis will provide project and construction management support services for the delivery of a safe, reliable, and operational street-running LRT. The 6.7-mile ESFV LRT will further advance sustainable transit services to San Fernando Valley. This project involves the implementation of a solar photovoltaic power system, which will power 70% of the project, with the excess power to be used when weather or seasonal variabilities impact solar exposure.

Role accountabilities:

  • Utility Management: Oversee utility relocation, ensuring safety for all parties and the public
    (water, gas, power, sewers, storm drains, communications).
  • Compliance & Coordination: Review 3rd party utility owner operations for CAL OSHA
    compliance; coordinate construction activities; direct staff to maintain accurate, timely records
    for state/federal regulations.
  • Contractor Liaison: Confer with contractors to ensure compliance with plans and quality
    standards; supervise construction assessments.
  • Quality Management: Assist with QMO Program implementation; provide timely input on
    correspondence, submittals, and database oversight.
  • Contract Administration: Review contract changes, disputes, claims, and impact analyses;
    document daily activities and inspection reports.
  • Project Records & Controls: Maintain accurate project records, field quantities for payments,
    and as-built conditions; track budget and schedule, reporting to leadership.
  • Change Orders: Prepare and review contract change orders; develop solutions for field
    conditions and support engineering redesign when necessary.
  • Community Relations: Assist with public relations, addressing community concerns, and
    attending related meetings.
  • Third-Party & Compliance: Support coordination with 3rd-party utilities, DBE compliance, and
    environmental regulations.
  • Operations Manuals & Testing: Review and approve O&M manuals; ensure contractor performs
    system tests; escalate disputes to Project Manager. 

Qualifications & Experience:

Required Qualifications:

  • 10 15 years, with management of utility work, preferably field experience.
  • Bachelor's degree in engineering or construction management.
  • Experience in relocation of all utility types, including water, natural gas, power, sanitary sewers, storm drains and communications..
     

Key Skills and Attributes:

  • Experience in administration of contracts for construction and design.
  •  Experience in day-to-day management of large construction management staff.
  •  Cal/OSHA 30 Training certification prior to start of work.
     

Preferred Qualifications:

  • Registration as a Professional Engineer.
  • Local Los Angeles experience in coordination with utility owners.
  • Experience on transit projects of at least $300 million and light rail.
  • Experience on design-build projects; experience with progressive design-build.

Actual salaries will vary and are based on several factors, such as experience, education, budget, internal equity, project and location.
