E-Resource Management Librarian/Instructor of Library Services
JOB SUMMARY
E-Resource Management Librarian provides leadership and expertise in managing the full lifecycle of the NSU Libraries' electronic resources, including online databases, e-journals, e-books, and streaming media. This position is essential for ensuring seamless discovery, access, and maintenance of digital content for the NSU community. The successful candidate will combine technical skills with strong negotiation and communication abilities to support the research and learning needs of NSU students and faculty. This position will be based in either Tahlequah or Broken Arrow.
MAJOR DUTIES
• Resource Management: Manage the entire lifecycle of electronic resources, from trial and acquisition to renewal or cancellation.
• Access & Troubleshooting: Ensure reliable access to electronic materials for both on and off-campus users. Configures the Library's subscription databases and collections on vendor platforms. Ensure that library online resources are discoverable by maintaining proxy stanzas and IP information. Act as the primary technical liaison for access issues and broken links, working with vendors, library IT, and users to resolve problems promptly.
• Licensing & Negotiation: Coordinate the review and negotiation of license agreements and contracts with vendors and publishers, ensuring compliance with legal standards and university policies. Facilitate database trials and evaluate resources for compliance with accessibility standards.
• Data Analysis & Assessment: Collect, analyze, and interpret usage statistics (e.g., COUNTER and SUSHI data) to inform collection development decisions, track cost-per-use, and support budget allocation.
• Systems Management: Utilize and maintain the Discovery and Electronic Resource Management (ERM) systems in the library management system (LMS). Activate and deactivate collections and records as needed. Maintains information about licensed electronic resources in the LMS.
• Collaboration & Training: Work collaboratively with departmental and other library staff. Provide training and support to library staff and, at times, faculty and students on the effective use and management of electronic resources. Works as a member of the Technical Services Department and reports to the Director of Library Technical & Systems Services.
• Stay Current: Monitor emerging trends in scholarly communication, open access initiatives, and library technologies to enhance service delivery and recommend innovative solutions. Documents and maintains procedures and instructions for processes such as SUSHI harvesting, EZproxy management, and troubleshooting resource issues.
• Service: Actively participate on university and library committees as assigned.
• Other: Performs related duties as assigned.
KNOWLEDGEREQUIRED BY THE POSITION
• Possess conceptual and practical knowledge of library systems and software such as discovery services, ERM systems, and administrative functions of library databases.
• Familiarity with standards and protocols such as SUSHI and COUNTER, MARC, and EZproxy.
• Skill in negotiating license agreements.
• Experience with data analysis tools and Microsoft Excel.
• Ability to problem-solve, think analytically, and work independently.
• Excellent communication and collaboration skills.
• Reference and library user service skills.
• Knowledge of higher education, particularly trends related to copyright, fair user, and OER and open access.
SUPERVISORYCONTROLS
Thesupervisor assigns work in terms of goals and objectives. The supervisor has nospecific "review" because the work is performed independently. The supervisor reviews are for the effects onother library services, information storage and retrieval.
GUIDELINES
Guidelinesinclude American Library Association Code of Ethics; University Libraries'Strategic Plan; RDA and AACR2 cataloging rules; department and universitypolicies and procedures. These guidelines require extensive interpretation inapplication.
COMPLEXITY/SCOPE OF WORK
• The purpose of this position is to enable students and researchers to locate and retrieve intellectual content. It enables public services librarians to guide users in an appropriate direction.and manage assigned office operations.Success in this position contributes to the efficiency and effectiveness of those operations.
• The work is difficult and unusual because of the wide variety of technical expertise and experience needed. Frequent interruptions contribute to the complexity of the position.

• Contacts are typically with co-workers, other college personnel, students, faculty, people within the library profession and members of the general public.
• Contacts are typically to provide services, to give or exchange information, or to resolve problems.
PHYSICAL DEMANDS/ WORKENVIRONMENT
• The work is typically performed while sitting at a desk or while intermittently sitting, standing, or stooping. The employee frequently lifts light objects.
• The work is typically performed in an office.
SUPERVISORYAND MANAGEMENT RESPONSIBILITY
This position will coordinate e-resource services and initiatives across library departments and may have direct supervision over student workers.
MINIMUMQUALIFICATIONS
• Knowledge and level of competency commonly associated with completion of a professional master's degree accredited by the American Library Association or international equivalent.
PREFERREDQUALIFICATIONS
Experience as an electronic resource librarian, cataloging librarian, or systems librarian. Experience in negotiating license agreements with vendors.
Annual salary $52,248.00 with excellent benefits, including generous leave time.
