A GS-1702-9, TRAINING TECHNICIAN:
  • Oversees Group Training Programs and Subordinate Unit Compliance. This position serves as the Group Unit Training Manager (UTM) and operates under the direction of the Force Support Squadron (FSS) - Force Development Office (FDO). The incumbent acts as the primary advisor to the Group Commander /A-Staff Director on training policy and execution across subordinate units. They lead the planning, development, and evaluation of group-wide education and training initiatives, establishing a cohesive training strategy and ensuring compliance through coordination with subordinate or assigned Unit Training Managers (UTMs). The incumbent provides policy interpretation, as directed through the FDO, from Headquarters (HQ) and Major Command (MAJCOM) levels, ensuring the seamless integration of these policies into all unit-level training programs.
  • Coordinates Career Development Course (CDC) and Upgrade Training Oversight. Validates and tracks all CDC actions, waiver requests, and reenrollments from subordinate units. Provides guidance and quality assurance of CDC administration across the assigned organizations. Oversees Upgrade Training (UGT) status and ensures timely compliance with 36-month reviews and training documentation. Acts as liaison between units and Force Support Squadron (FSS), Force Development (FDO) for CDC failures and Wing Commander actions.
  • Conducts Staff Assistance Visits (SAVs) and Evaluates Unit Training Programs. Leads SAVs at each unit within the assigned organizations every 36 to assess compliance and readiness. Documents findings identifies training shortfalls and provides written feedback to commanders. Tracks corrective actions and provides consultation on policy implementation. Consolidates and briefs Group Commander or Director on Training Performance Metrics (TPMs) monthly.
  • Manages Formal Schools and Distance Learning Integration. Coordinates all formal school allocations and attendance, including 7-level and PME quotas. Ensures prerequisite validation and communicates requirements to UTMs. Oversees Distributed Learning programs and equipment management. Tracks course material security and scheduling.
  • Supports Commander-Level Board Processes and Force Development Initiatives. Manages the Professional Development Board submissions. Reviews nominations, prepares selection recommendations, and assists in the preparation of board packages. Advises applicants and consolidates recommendations for Group Commander or Director action.

- May occasionally be required to work other than normal duty hours; overtime may be required.

Qualifications
GENERAL EXPERIENCE:
Applicant's demonstrated ability to follow directions, read, understand, and retain instructions, regulations, and procedures that otherwise validate the ability to perform or learn to perform the duties of the position.
SPECIALIZED EXPERIENCE:
Must have at least 24 months experience in performing interviews and counseling techniques; training techniques and instruction methods; task analysis procedures, learning processes, curriculum development, training evaluations, and education and training systems and products; effective writing skills; editing practices; instructional media application, training reporting, program and curriculum validation, and implementation procedures. Experience in scheduling training events and facilities; supporting assistance visits and training meetings; or assisting in work center and individual job qualification standard development; education institution registration requirements; and military personnel classification system and policies. Experience in the capabilities of communicative interpersonal skill applications and distance learning concepts. Experience as a participant and presenter during training and military or civilian conference events.

1-year specialized experience equivalent to at least the next lower grade.
***Note: To qualify under the one-year Specialized Experience (SE) provision (when stated in the SE section), you must provide either:
Two SF-50s (or equivalent) showing you were in the same occupational series at the next lower grade for at least one full year. The two SF-50s must span that full one-year period, from the older SF-50 to the newer SF-50 and reflect employment with the same federal agency.

One SF-50 (or equivalent) if your resume shows at least one year of continuous employment in the position reflected on the SF-50 (or equivalent).

REEMPLOYED ANNUITANT: In accordance with Section 9902(g) of Title 5, United States Code (U.S.C.), annuitants reemployed in the DoD will receive full annuity and salary upon appointment. They will not be eligible for retirement contributions, participation in the Thrift Savings Plan, or a supplemental or redetermined annuity for the reemployment period. Discontinued service retirement annuitants (i.e., retired in accordance with Section 8336(d)(1) or Section8414(b)(1)(A) of Title 5, U.S.C.) appointed to the DoD may elect to be subject to retirement provisions of the new appointment as appropriate.
