PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Labor Department this class is accountable for directing the planning, administration and coordination of an office or support unit involved with performance monitoring, employment and training grants and contracts, program automation support, program technical assistance and support, program operations, workforce development, and/or unemployed compensation benefits and advocacy.
EXAMPLES OF DUTIES
  • Directs staff and operations of an office or unit;
  • Coordinates, plans and manages office or unit activities;
  • Formulates program goals and objectives;
  • Monitors, evaluates, and reports on programs and implements corrective action plans to address deficiencies and improve operations;
  • Interprets and administers pertinent laws;
  • Conducts performance evaluations;
  • Schedules, assigns, oversees and reviews work of staff;
  • Provides staff training and assistance;
  • Prepares or assists in preparation of office or unit budget;
  • Acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures;
  • May develop or assist in development of related policy;
  • May identify resources, submit grant proposals, and develop new programs based on grant and contract rewards;
  • May establish and maintain state job training or employment services programs, responsive service delivery networks, unemployment insurance claim call centers, or unemployment advocacy programs;
  • May coordinate with technical experts to maintain integrity of automated systems;
  • Performs related duties as required.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Nine (9) years of technical level experience in counseling, employment placement, veterans employment and training support services, public contact work, human service programs, community action programs, job service, unemployment insurance or employment and training functions.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
One (1) year of the General Experience must have been in a supervisory or consultative capacity.
NOTE: For state employees this experience is interpreted at the level of a Labor Department Programs and Services Coordinator.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS
  • Experience managing employment and training programs.
  • Experience providing outreach and presentations to businesses and job seekers regarding CTDOL programs and services
  • Experience in public speaking to both large and small groups
  • Experience working independently, prioritizing multiple assignments with competing deadlines.
  • Experience collaborating with multiple units within the agency as well as other state and local agencies and community-based organizations on workforce development
  • Experience with providing CTDOL business services to job seekers and employers through one or more of the following programs: Wagner-Peyser, WIOA, Trade Act, Rapid Response or Job Corps.
  • Experience mentoring staff and leadership on program areas
  • Experience managing state and federal audits and compliance reviews
  • Experience monitoring and ensuring that office functions and productivity meet state and federal requirements
  • Experience operating software tools including but not limited to CTHires, Microsoft Outlook, and Excel
  • Experience monitoring performance metrics for staff
  • Experience evaluating staff performance and address staff deficiencies as related to performance metrics
  • Experience developing and conduct training for staff as needed
