Job Description
The City of Springfield is currently accepting applications for the classified position of Building Maintenance Worker II!
This is skilled mechanical, building and grounds maintenance work at a variety of city facilities. Work involves performing a variety of maintenance and repair tasks on the outside and inside of city buildings. Work may also involve performing specialized maintenance and repair tasks that require advanced skills in heating and air conditioning, controls, carpentry, painting, electrical, plumbing and other trade areas. The nature of work in this class is distinguished from work at the I level by the wider variety of trade specialties involved and higher-level technical or specialized skills required by the tasks performed.
Examples of Duties
  • Repairs and maintains low-pressure boiler systems and central heating/air conditioning/ventilation systems, including pneumatic, mechanical, and electrical control systems; installs HVAC equipment according to manufacturer's instructions and diagrams; fabricates and installs heating/ventilating ducts.
  • Repairs and performs preventive maintenance on electric motors, pumps, air compressors, controls, and related equipment.
  • Performs maintenance and finishes carpentry tasks, including framing up walls, doorways and windows; installs and tapes drywall or installs paneling and carpeting; builds shelves, bookcases, steps, tables, and other office equipment.
  • Repairs, installs and maintains plumbing and irrigation systems.
  • Installs and repairs telephone equipment and lines; installs computer hardware and connecting cables.
  • Performs a variety of building and grounds maintenance tasks, including but not limited to repairing garage doors and door locks, cutting and glazing window panes, repairing office furniture and equipment, repairing or replacing electrical fixtures and installing new conduit, pulling wire, and replacing fuses or circuit breakers; snow removal and landscaping.
  • Performs masonry work, including replacing pavers, performing general concrete work on sidewalks, steps, curb and driveways, and filling cracks with expansion materials.
  • Uses hand and bench tools to perform work.
  • Performs all other job related work as assigned.

Qualifications
  • Any combination of training equivalent to completion of high school, vocational school, or GED and considerable experience in mechanical maintenance and building maintenance; or any equivalent combination of training and experience that provides the necessary knowledge, skills, and abilities.
  • Must possess a valid Ohio driver's license and meet and maintain insurability requirements under the City's insurance plan.

Knowledge, Skills and Abilities
  • Considerable knowledge of hand and machine tools used for building and equipment maintenance.
  • Considerable knowledge of the carpentry, painting, plumbing, and electrical trades as they relate to building and equipment maintenance and repair.
  • Considerable knowledge of the occupational hazards and safety procedures used in building and mechanical maintenance activities.
  • Knowledge of the operating procedures of low-pressure boiler systems, temperature control systems, and their related plumbing equipment and fixtures.
  • Knowledge of the operation and maintenance of commercial-type air conditioning systems, air compressors, condensers, air handlers, pumps, blowers, motors, and related controls.
  • Knowledge of forced-air furnaces, unit heaters of various types, exhaust fans, and similar heating and ventilating equipment.
  • Some knowledge of electrical theory and the National Electrical Code.
  • Ability to read and understand blueprints, operation and maintenance manuals, drawings, wiring, and control diagrams for structures and related equipment.
  • Ability to perform physical labor under all kinds of weather conditions.
  • Ability to work in confined spaces and enter manholes or access hatches 24 inches in diameter.
  • Ability to ascend and descend vertical ladders and work at heights from: ladders and lifts.
  • Ability to lift 50 pounds.
  • Ability to wear and operate personal protective equipment (PPE.)
  • Ability to be called out and respond to problems at times other than regular working hours.
  • Ability to establish and maintain effective working relationships with supervisor, co-workers, city employees, and the general public.
  • Ability to identify equipment malfunctions and determine how they can be prevented and corrected.
  • Ability to communicate effectively both orally and in writing.
  • Possession of a valid Ohio Class B Commercial Driver's License (CDL) with tanker and air brake endorsements within 180 calendar days of hire.
  • Refrigerant Transmission and Recovery Certification within 180 calendar days of hire.

HEALTH BENEFITS
Employees pay 15% of the monthly medical insurance premium through Anthem Blue Cross Blue Shield, which includes prescription coverage. Single and family coverage is available. The City health care plan is a high deductible healthcare plan. You will become eligible for medical insurance on the first of the month following your start date, or on your start date if you start on the first of the month.
HEALTH SAVINGS ACCOUNT
Each year the City deposits 75% of your health insurance deductible amount into an HSA account in your name if you participate in the annual wellness screening. If you choose not to participate in the wellness screening, the City will deposit 50%.
DENTAL
The City pays half of the full premium up to a maximum of $30 per month for dental.
LIFE INSURANCE
The City pays 100% of the premium for term life insurance to all active permanent, full-time employees. Hourly employees receive $15,000 of coverage; salaried, professional, and management employees receive $50,000.
RETIREMENT PENSION
The City contributes 14% monthly toward retirement benefits offered through the Ohio Public Employee Retirement System (OPERS). The employee's share is 10% of their gross salary.
RETIREMENT SAVINGS
You have the option to enroll in a voluntary retirement savings plan, such as a 457(b) deferred compensation plan or Roth IRA.
VACATION
New full-time employees receive 80 hours of vacation upon hire. Following six months of service, you receive an additional 24 hours. At one year of service, you accumulate vacation at a rate of 0.0769 per hour, or 20 days per year.
SICK LEAVE
All employees accrue sick leave at the rate of 0.0575 hours per hour, or approximately 15 days per year.
PERSONAL LEAVE
After six months of service, you receive two personal days, or 16 hours, per year.
HOLIDAYS
The City observes 13 holidays per year.
FITNESS CENTER
You have 24/7 access to a fitness center located in City Hall. The center includes a variety of commercial equipment including cardio and resistance machines and free weights.
EXPERIENCE PAY
Experience Pay will start after 5 years of service, which grants additional compensation to employees who have completed five or more years of total service with the City.
TUITION REIMBURSEMENT
All permanent full-time employees are eligible to participate in the City's Tuition Reimbursement plan, provided they have at least one year of continuous service with the City and it is subject to policy terms and conditions.
