Location: Freeport, NY — Onsite

The Opportunity

Scalamandre is seeking a Senior Heavy Civil Estimator to estimate complex public works and infrastructure bids across the New York City and Long Island markets.


This is a high-impact opportunity for an experienced estimator who understands self-performed heavy civil construction, union labor, public agency specifications, and the cost structure of major civil infrastructure work. The right candidate will play a key role in estimating earthwork, concrete, drainage, sewer, utilities, roadwork, support of excavation, sheeting, and related scopes.



How You Will Make an Impact

  • Prepare full-scope estimates for self-performed heavy civil, infrastructure, concrete, drainage, sewer, utility, earthwork, and roadway projects for chief estimator review.
  • Develop detailed quantity takeoffs, labor productions, crew structures, equipment assumptions, material pricing, subcontractor scopes, and bid strategies.
  • Estimate complex civil scopes involving support of excavation, sheeting, shoring, utilities, maintenance and protection of traffic, roadway reconstruction, and site infrastructure.
  • Apply strong knowledge of NYC, Long Island, NYS, NYC DOT, municipal, public works, and agency bidding requirements.
  • Build accurate labor pricing using union labor assumptions, local work rules, productivity expectations, and project-specific constraints.
  • Solicit, analyze, level, and negotiate material, vendor, and subcontractor quotes before bid submission.
  • Coordinate with procurement, project management, and field operations to transition awarded bids into active construction.
  • Identify risks, opportunities, exclusions, clarifications, and value-engineering options during bid development.
  • Help establish estimating standards, mentor junior team members, and support the long-term growth of the estimating department.
  • Serve as a trusted internal technical resource for civil infrastructure pricing, bid strategy, and local market intelligence.


Required Qualifications & Experience

  • 10+ years of dedicated estimating experience in heavy civil, public works, infrastructure, concrete, earthwork, roadway, drainage, sewer, utilities, or related civil construction.
  • Proven experience estimating for a self-performing civil contractor, not solely from a construction management environment.
  • Strong experience with union labor pricing, crew-based production, equipment costing, and field-driven estimating methods.
  • Deep familiarity with the New York City / Long Island civil construction market.
  • Demonstrated experience estimating public works, municipal, DOT, agency, government, or infrastructure projects.
  • Ability to read and interpret civil drawings, specifications, bid documents, geotechnical reports, addenda, schedules, and subcontractor/vendor proposals.
  • Experience pricing self-performed earthwork, support of excavation, concrete, utilities, roadway work, and related civil scopes.
  • Strong ability to level subcontractor and supplier quotes and identify scope gaps, exclusions, and risk items.


Preferred Qualifications & Experience

  • Advanced proficiency with HCSS HeavyBid or similar heavy civil estimating software.
  • Strong familiarity with New York City and Long Island union locals, labor agreements, and local work rules.
  • Experience with NYS DOT, NYC DOT, MTA, Port Authority, municipal, airport, school authority, or other public agency specifications.
  • Practical field experience on heavy civil, concrete, roadway, utility, excavation, or public infrastructure projects.
  • Bachelor’s degree in Civil Engineering, Construction Management, or a related technical discipline.
