Summary

Spire is seeking a Manager, Operations within our Alabama Field Operations (Pipeline) team and specifically for our Birmingham location.  This position will be responsible for the overall organization and leadership of employees in Construction activities, to ensure that all work throughout the district is performed in a safe, timely, and economical manner consistent with Company policies and procedures

Duties and Responsibilities
  • Along with the Controller group and Field Ops Director, complete the annual Capital budgets for the Construction Department in the Birmingham service territory.
  • Oversee monitoring, forecasting, and variance reporting of actual expenses.
  • Lead a team of supervisors - sometimes across multiple locations - to provide and receive updates, provide direction and/or instruction when needed, and keep them apprised of the status of things within the work locations.
  • Provide leadership level visibility and interaction with city, county, and public officials to maintain positive community relations.  
  • As invited or instructed, will participate on local boards and/or agencies and with various community organizations.
  • Contact potential customers, including new home builders, developers, realtors, and commercial customers to promote the use of natural gas.
  • Directs management and union employees in after-hours operations. Responsible for leading regions emergency management and catastrophic emergency response execution.
  • Provide direction and accountability to region's Construction employees with regards to implementing and accomplishing department's business plan.
  • Evaluate regions workload efficiency in several key categories. Oversee efforts to maximize departmental efficiency.
  • Maintain regular and frequent availability in region to direct, assist in, or review operation of Construction personnel's daily routine and urgent/emergency activities, including performing job site inspections and/or direction of or assistance with work and crew activities.
  • Prepare, review and approve various documents, such as personnel requisitions, absence reports, accident reports, project drawings and tie-in procedures, expense reports, invoices, etc.
  • Perform a continuing review and provide on-going management of construction equipment, fleet, capital tool, and HR needs. Prioritize needs against available budgeted monies and manpower
  • Administer salaries and prepare and present annual or semi-annual reviews to subordinate management employees. 
  • Participate in new crewman hiring process and internal bidding process.
  • Respond to emergency situations and take appropriate actions to protect employees and the public, including to oversee development and implementation of plans to ensure the health and safety of all employees in the region including coordination with Training, Operations Support, and Safety department
  • Resolve grievances and negotiate contractual issues within region with Local (insert union number) ensuring an atmosphere of trust and mutual respect is maintained
  • All other duties as assigned.

Supervisory Responsibilities
  • Responsible for supervising a team of leaders and employees - to include contract employees -  in Construction. 
Required Education (certifications, licenses)
  • High School diploma or GED required
  • College degree preferred
  • Valid Alabama driver's license
     
Required knowledge, skill and abilities
  • 10 years of natural gas or energy industry experience required.
  • 7 years of overall supervisory experience preferred.
  • 5 years of Supervisor/Administrator experience in the energy industry in areas such as Construction, Distribution, Maintenance, Service, Engineering, or Instrument & Control required.
  • Knowledge of the Operations and Procedures Manual, standards and OQ requirements.
  • Knowledge of human resources, collective bargaining agreements and personnel procedures.
  • Ability to lead by example in support of the Company's essential characteristics and values: strong ethics and integrity, dedication to a safe work environment, commitment to a diverse workforce that recognizes and respects every individual's unique skills and perspectives.
  • Ability to work under pressure and meet tight deadlines and adapt to a fast-moving and changing culture.

Physical demands, environment and schedule
  • A mix of normal office conditions, outdoor exposure to all weather conditions, construction areas with uneven surfaces, and areas exposed to loud audible noises.
  • Occasional travel may be required.  
  • Abnormal working hours may be required - including time before, during or after the workday to attend community events and engage in service to boards and/or agencies and other community organizations. Required to be on call after hours and weekends as needed.
