Job description

POSITION SUMMARY: The Payroll Analyst II is responsible for analyzing and processing complex payroll requests. This position also maintains confidential data housed within internal and external payroll systems. The Payroll Analyst II supports the tasks, initiatives and performs critical functions related to all payroll processes and other relevant compensation issues.

PRINCIPLE RESPONSIBILITIES:

  • Processes court ordered wage garnishments including, but not limited to, federal and state levies, child support, student loans, creditor garnishments, wage assignments and bankruptcy orders.
  • Maintains garnishment order start and stop dates accurately.
  • Researches garnishment errors and provides solutions.
  • Offers support regarding union grievances and requests related to the payroll function.
  • Performs audits on payroll requests processed by the payroll functions and recommends improvements.
  • Documents all payroll processes and records updates as improvements are implemented.
  • Creates and maintains training materials for all payroll processes.
  • Manages all Union Collective Bargaining Agreements (CBA) to ensure compliance for time and attendance tracking and processing.
  • Loads new CBAs and updates the Union matrix.
  • Proactively engages with the Labor Relations department to provide input for upcoming CBA negotiations.
  • Completes year-end tax filings including W2's and W2c's as required.
  • Calculates annual FUTA Credit Reduction amounts by property and ensures proper invoicing to properties.
  • Reviews worker compensation rates within the system and provides required data for annual audits.
  • Completes payroll tax account reconciliations.
  • Audits employee tax exemptions to ensure correct local reporting.
  • Requests abatement of tax penalties when required.
  • Prepares and submits amended tax returns timely to required agencies.
  • Resolves discrepancies with the journal payrolls System and tax vendors.
  • Communicates directly with third party agencies regarding tax inquiries.
  • Requests new tax agency accounts and manages account set-up with third party vendors and ensures compliance.
  • Serves as the expert in proper tax filing processes, tax withholding and tax compliance.
  • Researches and responds to all tax notices and ensures proper invoicing.
  • Manages and stays abreast of all payroll legislative changes to ensure compliance.
  • Researches and resolves garnishment processing issues.
  • Performs other duties as assigned to include special projects..

MINIMUM QUALIFICATIONS:

  • Minimum of 4 years payroll, finance, or other relevant experience.
