Description Kern County Law Library Library Technician I/II - Bakersfield - 025 This regular full-time recruitment closes on August 4, 2026. The Library Technician is an employee of Kern County Superior Court, but also reports to the Board of Trustees of the Kern County Law Library. The Court is providing services to the Kern County Law Library under a memorandum of understanding.

The memorandum of understanding is subject to change and the Library Technician position may become an employee of the Law Library at any time. This position is not represented by the Service Employee International Union (SEIU). Definition: Under the general supervision of the Librarian, the Library Technician performs a variety of clerical, technical support, and paraprofessional duties in support of library operations.

The Court is providing services to the Kern County Law Library under a memorandum of understanding. This position reports to the Law Librarian and a seven-member Board of Trustees consisting of both judges and attorneys. Distinguishing Characteristics: The Library Technician I performs a variety of routine, repetitive legal, technological, and clerical tasks following established library procedures.

The Library Technician II is distinguished from the Library Technician I by maintaining responsibility for the broader, more difficult, and complex tasks. Incumbents who successfully complete one year of Library Technician I employment and meet the employment standards may be promoted to Library Technician II without further examination. The Library Technician is an employee of Kern County Superior Court, but also reports to the Board of Trustees of the Kern County Law Library.

The Court is providing services to the Kern County Law Library under a memorandum of understanding. The memorandum of understanding is subject to change and the library technician may become an employee of the Law Library at any time. This position is not represented by the Service Employee International Union (SEIU).

Essential Functions Library Technician I: Essential Functions: Perform general information desk duties: retrieve books, media, and information; direct patrons to research area; answer phone inquiries; calculate and collect fees for services and products; refer inquiries to supervisor as required. Receives and examines common/elementary legal documents for accuracy, completeness and conformity to requirements. Assist patrons in the use of library equipment and facilities; direct patrons to appropriate machine; refer technical problems to supervisor as required Assists litigants with instructions on how they can prepare documents and exhibits; files and sorts legal documents and related case materials.

Assists with providing information regarding court procedures and legal filing processes; explains fees and fines; and assists individuals in locating material and information. Responsible for the safety and cleanliness of the work area. Assist with the implementation, maintenance and management of the library's integrated library system and auxiliary technology tools.

Assist patrons with Lexis Advance and CEB Onlaw. Analyze and troubleshoot system problems/solutions. Learns to verify, enter, retrieve, correct, and update information in a manual or automated recordkeeping system.

Update book collection and replacement materials. Learns to accept fees for materials and copies; makes appropriate journal entries; issues receipts and balances cash drawers. Problem solves item records and patron accounts, as needed.

In collaboration with librarian and other staff, assist in the generation of resources, forms, and templates. Develop a basic understanding of probate process; conservatorships, guardianships, and expungement process. Keep self-help materials and information packets updated and stocked.

Operates a variety of office machines and equipment. Prepares and sends a variety of routine correspondence. Assist with special projects or perform related duties and responsibilities as required.

Perform other job-related duties as assigned. Library Technician II: In addition to the essential functions under Library Technician I: Receives and examines uncommon/advanced legal documents for accuracy, completeness and conformity to requirements. An advanced understanding of full probate process and summary probate procedures; conservatorships, guardianships, expungement processes/motions in criminal court.

Minimum Qualifications Employment Standards: Library Technician I: Graduation from an accredited college or university with an Associate's degree and/or completion of an accredited or certified paralegal program and one year of specialized experience in a legal setting. Additional directly related experience may be substituted for the education on a year-for-year basis. Additional directly related college-level education may be substituted for the experience on a year-for-year basis.

Library Technician II: Graduation from an accredited college or university with an Associate's degree and/or completion of an accredited or certified paralegal program and one year of specialized library experience, preferably in a law library setting. Additional directly related experience may be substituted for the education on a year-for-year basis. Additional directly related college-level education may be substituted for the experience on a year-for-year basis.

For both the Library Technician I and Library Technician II, possess and maintain a valid California Class C Driver License and the ability to maintain insurability under the Court's vehicle insurance program. Knowledge of: general clerical and recordkeeping practices and procedures; proper telephone etiquette; alphabetical, numerical and chronological sequences; and proper English usage, grammar, spelling, and punctuation. Ability to: learn the following: legal terminology used within area of assignment; follow procedures for filing and processing Superior Court documents, records and payments within area assigned; maintain accurate records; understand and follow both oral and written instructions; read and comprehend basic legal documents; use tact and poise in dealing with the public, attorneys, staff, and others including under difficult or tense circumstances; effectively communicate in both oral and written forms; type at a minimum rate of 35 net wpm; accurately enter/retrieve data using computerized recordkeeping systems as appropriate to assignment; accurately perform arithmetical calculations; operate standard office equipment including computer terminal, printer, calculator, microfiche, telephone, copier and facsimile machine; meet the physical requirements necessary to safely and effectively perform required duties to include typing/entering data, assisting people at a counter, obtaining information from files, and moving boxes of materials and supplies on an occasional basis; and establish and maintain effective work relationships with those contacted in the performance of required duties.

PHYSICAL REQUIREMENTS/WORKING CONDITIONS: The physical demands of this primarily sedentary indoor office job are: finger/hand/arm/upper body dexterity, repetitive hand/arm movement, pushing, pulling lifting 25 pounds occasionally, mobility (indoors and outdoors) typing, bending, stooping squatting, reaching, and prolonged sitting. The working environment includes repetitive tasks, reliance on office machinery, interaction with the public and co-workers and limited exposure to dust, odors, fumes, and noise. Mental functions include reading, writing/composition, math computations, problem-solving, decision-making, and multi-tasking.
