Overview


T12 Technologies is seeking an experienced Program Operations Manager / Team Lead to oversee End-Use Monitoring (EUM) operations in Ukraine on behalf of the U.S. Department of State’s Bureau of International Narcotics and Law Enforcement Affairs (INL). This key personnel role is responsible for the full operational management of a field-based monitoring program covering up to 500 sites across 24 oblasts in Ukraine. The Program Operations Manager will lead a team of Ukrainian national contractors, coordinate directly with INL Kyiv, and ensure all EUM activities comply with U.S. Government policies, the Performance Work Statement (PWS), and applicable regulations. This position requires periodic travel to Kyiv and may include site visits with EUM monitoring staff.


Key Responsibilities


Program & Team Leadership


•       Serve as the primary point of contact for INL Kyiv on all programmatic and operational matters related to EUM activities.

•       Oversee and manage the day-to-day performance of all Ukrainian national contractor personnel conducting EUM inspections throughout Ukraine.

•       Recruit, screen, onboard, task, compensate, and, if necessary, terminate contracted employees in accordance with host nation labor laws and applicable FAR provisions.

•       Ensure all team members clearly identify themselves as contractors in all official interactions with the Government of Ukraine (GoU) and other stakeholders.

•       Designate and maintain an approved Ukrainian-national alternate who can act in the Program Manager’s absence.

•       Prioritize hiring candidates who demonstrate flexibility, strong interpersonal and communication skills, attention to detail, and reliability.


Operations & Site Management


•       Plan and manage capacity to conduct approximately 50 monitoring and inspection visits per month across 24 oblasts, including remote, rural, and conflict-adjacent areas.

•       Coordinate with INL Kyiv and GoU counterparts to schedule and facilitate access to inspection sites.

•       Oversee property delivery and receipt processes, including confirming delivery schedules, coordinating asset tagging, and ensuring documentation accuracy.

•       Manage and implement transition plans between contract phases and vendors as required.

•       Maintain a workplace in Kyiv, Ukraine to facilitate coordination of site visits and personnel activities.


Compliance & Reporting


•       Ensure all EUM activities comply with the Arms Export Control Act, the Foreign Assistance Act, INL EUM policies, and MSDE/State Department standards.


•       Submit monthly travel plans with cost estimates, purpose, personnel, locations/zones, mode of transportation, risk assessments, and supporting CLIN references for COR pre-approval.

•       Provide weekly update reports on completed EUM inspections and upcoming plans.



Qualifications


Education


•       Bachelor’s Degree in Business Administration, Project Management, International Affairs, Security Studies, or a related field.

•       Master’s Degree or relevant advanced certification is preferred.


Experience


•       Minimum 5 years of experience in program or project management, preferably in an international or government contracting environment.

•       Demonstrated experience managing field-based teams in complex or high-risk environments.

•       Prior experience with U.S. Government contracts (State Department, INL, or similar agencies) strongly preferred.

•       Experience working with or alongside Ukrainian security institutions (Ministry of Interior, National Police of Ukraine, State Border Guard Service, or National Guard of Ukraine) is a significant advantage.


Skills & Competencies


•       Strong leadership and team management capabilities in field-based, multi-site environments.

•       Excellent verbal and written communication skills in English; Ukrainian language proficiency is a plus.

•       Sound judgment in security-sensitive and conflict-affected environments.

•       Proficient in project management tools (e.g., MS Project) and Microsoft Office Suite and Microsoft 365.

•       Ability to manage and track large-scale asset inventories across multiple geographic locations.

•       Strong organizational and time-management skills with attention to detail.


Preferred Qualifications


•       PMP (Project Management Professional) certification or equivalent.

•       Prior EUM, M&E, or asset accountability experience on U.S. Government-funded programs.

•       Familiarity with FAR provisions applicable to cost-reimbursable and firm-fixed-price hybrid contracts.


Working Conditions


•       Field-based with primary operations in Kyiv, Ukraine, and travel throughout all 24 oblasts, including remote and conflict-adjacent areas.

•       Periodic travel may be required; U.S. citizen PM expected to conduct periodic travel to Kyiv.

•       Must comply with Ukrainian air alert guidance and curfew restrictions.

•       Contractor is solely responsible for assessing and managing personal security in the field.

•       Must be physically and medically fit for field travel, including appropriate health precautions, immunizations, and travel-related health measures.
