Project Overview:
Bechtel National, Inc. (BNI), Bechtel's government services business, is one of the top providers to departments and agencies of the U.S. and British governments. Its successes include many large, first-of-a-kind projects in government site management, environmental restoration, defense, space, energy, and national and homeland security. This position will provide support to the Uranium Processing Facility (UPF) located at the Y-12 National Security Complex in Oak Ridge, Tennessee.UPF is a multi-year, multi-billion-dollar project and will be a first-of-its-kind complex for enriched uranium operations in support of Y-12 missions. UPF is one of the Department of Energy's largest investments in Tennessee since the Manhattan Project and one of the National Nuclear Security Administration's largest construction projects. When complete, UPF will: replace a 70-year-old facility with modern buildings, reduce operational costs and energy consumption, improve worker safety, and provide enriched uranium capabilities well into the future.The UPF project operates on multiple schedules which include 9/80's, 4/10's and 5/8 work schedules with overtime as required.Eligibility for this position requires US citizenship; successful candidate must provide proof of US citizenship in order to obtain badge access to the site. Candidate must complete security questionnaire and successfully clear site access requirements check. All employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be able to obtain a security clearance, as applicable.
Job Summary:
In this role, you will participate with completions certification and turnover/handover for a project, through construction, commissioning, and handover phases of the program. You will assist with completions documents and packages, inspection requests, and quality assurance reviews. Your work will help ensure projects are completed successfully, on time, and meet customer requirements. #LI-EH1
Major Responsibilities:
  • Coordinates activities supporting completions certification and turnover/handover for the project, through construction, commissioning, and handover phases of the program
  • Works closely with the project staff and stakeholders in construction and CSU to determine turnover and handover requirements
  • Reviews contractor or contract required certification structures and schedules for the construction, commissioning and handover phases of the project and ensures alignment with project milestones and schedules
  • Supports the production of contractor certification deliverables
  • Coordinates the flow of documents and data, developing required reports and identifying focus areas for project work, to ensure timely turnover of systems per the project schedule
  • Coordinates plant turnover/handover to end user/client and system completions between parties on-project (typically construction to startup), compiling documentation, developing reports, and ensuring quality and consistency of turnover/handover packages to the client for the construction and/or CSU team
  • Supports maintenance of system lists and associated drawings, and administers changes as directed by supervision, or CSU specialists
  • Inputs data into system databases and administers the systems completion database; ensures that requirements are set for systems under their purview
  • Supports setup of the Systems Completion Database with matrices and input from supervision or CSU specialists
  • Engages with Construction, Pre-commissioning, CSU, and Subcontractor teams to identify gaps in upcoming packages and focus on work areas to support the completions effort, including the clearance of punch list items and submittal of completions documents to include highlighting incomplete work in upcoming packages during turnover and punch list meetings and chasing down the last few documents to close a package

Education and Experience Requirements:
  • Requires bachelor's degree (or international equivalent) and 2-5 years of relevant experience or high school diploma/GED and 6-9 years of relevant work experience

Required Knowledge and Skills:
  • In-depth knowledge in the areas of and knowledge of principles and practices related to Construction, startup testing and Turnover.
  • Good knowledge of related construction and engineering practices and the economics involved.
  • Knowledge of industry and regulatory standards, and design criteria.
  • Excellent computer skills Excellent oral and written communication skills with experience preparing, presenting, and processing turnover documentation
