Job description

Job Title: Financial Analyst
Department: Finance
Hiring Range: $73,100-$80,400
Pay Grade: 6
FLSA Status: Exempt
Hybrid: Yes
The incumbent will utilize technology and other associated software to prepare, maintain, analyze, and update financial data in support of the finance department and its stakeholders.
RESPONSIBILITIES
• Assist the finance department in preparing, administering, and reporting on budgets to both internal and external stakeholders
• Identify and recommend process improvement, create ad-hoc reports, tools, and Excel dashboards and data visualizations
• Forecast, research, and analyze budget histories for various departments
• Recommend actions by analyzing and interpreting data; make comparative analysis, study proposed changes, and create standard operating procedures
• Prepare reports, summaries, and presentations on data, progress, and performance metrics
• Track and monitor changes to capital improvement plans, report findings, and financial planning issues; monitor spending to ensure alignment with approved budgets
• Coordinate and help facilitate the annual budget development process by guiding departments through budget preparation, reviewing and analyzing funding requests and budget submissions, as well as organizing and maintaining all annual budget documentation to ensure accuracy and consistency.
• Review and approve project requests (New Project Creations, Purchase Requisitions, Change Orders, Budget Transfers, etc) within Trimble Unity Construct system (TUC).
• Take action to reflect TUC requests in SAP, ensuring SAP financial software is in agreement with TUC project management platform.
• Create and maintain reporting on expenses for Distribution System Improvement Charge (DSIC) eligible projects.
• Identify trends in financial performance and provide recommendation for improvements
• Develop automated reporting and forecasting tools for more efficient use of data
• Operate as department liaison by providing information to all departments on budget preparation and management; participate in quarterly budget meetings
• Maintain records and prepare accurate reports, correspondence, etc. utilizing financial, database, and spreadsheet software applications
• Facilitate training of employees within Pittsburgh Water regarding budget procedures
• Apply mathematical or statistical techniques to address practical issues
• Attend job-related trainings to expand knowledge and increase productivity
• Perform other related tasks as assigned or required
KNOWLEDGE, SKILLS & ABILITIES
• Knowledge of the principles and practices of municipal/utility financial analysis
• Thorough understanding of accounting and budgeting principles and practices, generally accepted accounting principles, and generally accepted auditing standards
• Time management, organizational, and communication skills
• Strong technical and analytical skills
• Knowledge of software applications used for accounting, budgeting, financial reporting, word processing, database management and presentation, like SAP, Trimble Unity Construct (TUC), Microsoft Office Suite.
• Analyzing information and using logic to address work-related issues and problems
• Considerable knowledge in data analysis and statistical forecasting
• Excellent mathematical ability
• Ability to communicate effectively both orally and in writing
• Ability to manage multiple tasks and responsibilities effectively at the same time
EDUCATION / EXPERIENCE REQUIREMENTS
The following requirements list the minimum education/training/experience required to qualify for this job. An equivalent combination of education and/or experience may be accepted.
• Bachelor's Degree in Finance, Accounting, or a related field
• Three (3) to Five (5) years of professional experience
GENERAL REQUIREMENTS
Applicant must present a current, valid Class C (Class 1) PA Motor Vehicle Operator's License at the time of application or prior to appointment. A valid driver's license must be maintained throughout employment.
Applicant must have permanent residency within one of the following Pennsylvania counties at the time of appointment and remain a resident within one of the noted counties throughout employment with the Pittsburgh Water: Allegheny, Armstrong, Beaver, Butler, Fayette, Greene, Lawrence, Indiana, Washington, or Westmoreland.
SUPERVISION EXERCISED / RECEIVED
No direct reports / Will receive supervision directly from the Senior Manager, Capital Budget & Special Revenue.
