JOB DETAILS AND QUALIFICATIONS Clackamas County Facilities Management seeks an experienced, motivated Landscape Coordinator to help maintain and enhance the county's diverse outdoor spaces. This position plays a critical role in preserving the safety, functionality, appearance, and long-term value of county properties by planning, coordinating, and overseeing landscape maintenance, irrigation systems, and grounds improvement projects.
As the county's subject matter expert for landscape operations, you will oversee contractors, conduct site inspections, identify maintenance and repair needs, and manage projects from concept through completion. You will develop scopes of work, specifications, cost estimates, schedules, and budgets while coordinating procurement activities and ensuring work meets county standards. This role also offers the chance to apply technical expertise in landscape design, irrigation, drainage, pest management, and asset management, supporting both ongoing maintenance and future improvements.

Required Minimum Qualifications/Transferrable Skills:* - A minimum of five (5) years of experience in commercial landscape, including plant selection, installation, pruning, soil management, and pest diagnosis, that would provide the required knowledge and skills to perform the responsibilities of this position
- Experience planning and preparing cost estimates, organize, coordinate and functionally oversee landscape operations and equipment installation projects
- Experience preparing and administering project budgeting, cost control, and reporting
- Knowledge of shrubs, grass, and tree anatomy, selection, installation, response to damage, soil characteristics, pruning techniques and diagnosis of pest problems in a commercial landscape
- Knowledge, demonstrated through work history, of landscape design that includes: planning, basic drafting skills, grading, drainage, and site planning for landscape, grounds, and irrigation lines
- Knowledge of irrigation principles, understanding and design of drainage systems
- Ability to repair and maintain valves, install and initialize irrigation controllers, locate existing zones and valves, and perform pump repairs
- Ability to identify system repairs and improvements
- Ability to provide after-hours emergency response on a call-out basis
Preferred Qualifications/Transferrable Skills:* - Experience working with public-sector facilities or large commercial campuses
- Landscape Construction Professional license (within the last 5 years) or 10 years experience in landscape project management
- Current Back Flow Assembly Operation and Testing certification
- Current Public Pesticide Applicator license
- Working knowledge of various maintenance, remodeling and construction practices and procedures
Pre-Employment Requirements: - Must pass post-offer, pre-employment drug test.
- Must pass a criminal history check which may include national or state fingerprint records check

Post-Employment Requirements: - Ability to obtain within six (6) months of hire a Public Pesticide Applicator license with subcategories: Ornamental & Turf Herbicide, Ornamental & Turf Insecticide/Fungicide, Aquatic, Right of Way, Regulatory Weed Control, Commercial Pesticide Applicator - for private property application; and Landscape Irrigation, Design - Grading and Drainage, Hardscaping, Plants and Turf, Laws and Regulations

- CPR/First Aid/AED certification required within six (6) months of hire

TYPICAL TASKS Duties may include but are not limited to the following:
- Oversee landscaping contractors, perform regularly scheduled inspections including yearly back flows, and document conditions, identify maintenance and minor repair requirements of existing irrigation, review and inspect landscape contractors repair work; develop landscape and grounds project specifications, cost estimated schedules to successfully complete all assigned tasks. Prepare specific hard-scape projects for each budget cycle due to life cycle and available funding using proper procurement methods and directions.
- Provide expertise to evaluate plans for new and remodeling of existing irrigation and landscaping for feasibility, installation, maintenance costs, and other operational considerations. Provide site assessment, develop scope, specifications, coordinate and inspect County subcontracted installations of irrigation. Create standardized schedules. Respond to, assess, and coordinate the repair of damaged irrigation emergency calls.
- Processes ideas for new planting projects, landscaping & irrigation; provides sketches or drawings; prepares project scopes, estimates, sets specifications, prepare cost analysis and time lines; receive and process quotes, including interviewing contractors; ensure background checks are successfully completed; assists with specific contract language relating to contractor duties; monitor and control expenditures and seek solutions to budget limitations; complete and submit permit applications.
- Coordinate and may perform skilled grounds maintenance and landscaping to maintain grounds. Respond to, inspect, maintain, and coordinate exterior maintenance, repairs, and replacements of warn exterior furnishings, parking lots, sidewalks, paved, masonry and concrete surfaces, flower beds, bark dust paths, dog poop stations, pergolas, fences, and trash enclosures.
- Responsible for documenting and maintaining grounds asset inventory, irrigation and drainage mapping, and locates, as well as developing standards for maintenance and new installations. Provide basic irrigation maintenance training to Facilities Management personnel.
- Contact for remediation on problems related to diseased and dead trees, shrubs, and plants and the removal and replanting of all such plants following State, City and County codes; conduct incidental landscape inspections as requested for DEQ and in review of other landscape issues.
- Oversee and/or participates in the application of pesticides, fungicides and herbicides; ensures compliance with applicable laws and regulations. Coordinate the efforts for pest management.
- May perform, monitor, and respond to assist with maintenance tasks such as: plumbing emergencies, underground water supply and waste drain lines, patch & seal roofs and emergency janitorial clean-ups. Other duties as required.
WORK SCHEDULE This position is included in the County's alternate workweek program, working 40 hours during a standard workweek of Tuesday through Friday (Mondays off). Specific hours of work will be discussed with the candidate selected for this position when an offer of employment is extended.

WORKING CONDITIONS Duties require frequent walking, climbing, bending, kneeling, and the ability to lift and carry objects. Incumbents are exposed to wind, rain, snow, dust, fumes, and other irritants. Within the Finance Department's Facilities Management Division, duties require squatting, kneeling, bending, twisting, balancing, climbing, fine motor control, and the ability to lift and carry up to 75 pounds and push/pull 100 pounds. Duties involve frequent exposure to confined spaces, loud noises, slippery and/or uneven surfaces, working at heights, and adverse weather conditions.
Incumbents may be required to provide after-hours emergency response on a call-out basis.
These positions are designated as essential and may be required to report to or remain at work during inclement weather, major emergencies, or disasters when other employees may be excused. Individuals in this role help ensure the continuity of vital county services and may be asked to remain on duty or report to work as directed by their supervisor. In emergency situations, employees may also be temporarily assigned related duties to support critical operations.

ABOUT THE DEPARTMENT The Facilities Management Division provides maintenance and management services to facilities housing county departments. County operations currently occupy 570,034 square feet in more than 80 buildings ranging in size from 600 to 59,000 square feet. Services provided include:
