Manager I - Transportation
Reports To: Director III - Transportation

Salary Range: $74,735 - $90,043

Position Purpose 







Assists the director with managing the district's transportation operations. Ensures safe and efficient operation of transportation department.


ESSENTIAL JOB FUNCTIONS
 

Leadership and Training

  • Evaluates and supervises the operational functions of the dispatch office and staff to ensure efficacy; oversees team leaders, dispatchers, and lot supervisors.
  • Responsible for investigating reported concerns and takes appropriate action to resolve concerns/issues.
  • Schedules meetings with Principles, Parents, and Employees, to resolve transportation, school, and/or student-related issues as necessary.
  • Assists in making recommendations that may improve transportation operation efficiency.
  • Organizes and facilitates routine staff meetings, related but not limited to, employee concerns and training needs.
  • Coordinates transportation for extracurricular activities and special programs.
  • Assigns bus drivers to routes and extracurricular trips and finds substitutes if needed.
  • Coordinates the function and efficacy for weekend warriors, early-start up crew, and the disinfection of school buses.
  • Coordinates driver improvement training programs (e.g. Crisis Prevention Institute (CPI), National Safety Council Defensive Driving).
  • Supervises Training Coordinator to ensure effectiveness of training process and promotes improvements to training program as needed.
  • Supervises the Transportation Technology Technician and coordinates with them to implement operational processes to maintain our technology equipment in good working order.


 

Compliance

  • Ensures understanding and implementation of federal and state law, State Board of Education rule, and board policy.
  • Prepares, processes, and maintains all documents required to verify safety certification and alcohol and drug testing of bus drivers.
  • Compiles, maintains, files, and presents all reports, records, and other documents required, including but not limited to, issues/concerns, training, special trip records, certifications and/or driving record issues.
  • Ensures that employee time records are accurately maintained and data necessary to process transportation payroll is delivered in a timely manner.
  • Participates in development of the District's disaster plan and takes an active role in responding to emergencies as needed. 

Safety

  • Observes all traffic laws and safety regulations for school buses.
  • Ensures proper condition of emergency equipment, such as first aid kit, fire extinguisher, flags, fuses, and reflector.
  • Performs preventive maintenance on tools and equipment and ensures equipment is in safe operating condition.
  • Follows established safety procedures and techniques to perform job duties including lifting and climbing; operates tools and equipment according to established safety procedures.
  • Corrects unsafe conditions in work area and promptly reports any conditions that are not immediately correctable to supervisor.

Supervisory Responsibilities

  • Selects, trains, supervises, and evaluates staff, and makes recommendations relative to assignment, retention, discipline, and dismissal.

Travel Requirements

  • Travels to school district buildings and professional meetings as required.
  • Transports students from home to school, and school to home as required. 

Physical & Mental Demands, Work Hazards

  • Tools/Equipment Used: Standard office equipment including computer and peripherals; District vehicle including but not limited to school buses.
  • Posture: Prolonged sitting and standing; occasional stooping, squatting, kneeling, bending, pushing/pulling, and twisting.
  • Motion:
    • Frequent repetitive hand motions, including keyboarding and use of mouse; regular grasping/squeezing, wrist flexion/extension, and reaching;
    • Frequent walking; regular driving.
  • Hearing: Performs tasks requiring full-range hearing to distinguish sounds inside and outside of the vehicle; with or without hearing devices.
  • Vision: Performs tasks requiring sharp vision (close and distance), color vision, peripheral vision, depth perception, and ability to adjust focus; with or without corrective lenses.
  • Lifting: Regular light lifting and carrying (less than 15 pounds).
  • Environment: Works in an office setting, and works outside (exposure to sun, heat, cold, and inclement weather) on slippery or uneven walking surfaces; exposure to dust and noise, vibration; exposure to chemical hazards; work around vehicles and machinery with moving parts; occasional prolonged hours; occasional statewide travel.
  • Attendance:  Regular and punctual attendance at the worksite is required for this position.
  • Mental Demands: Maintains emotional control under stress; works with frequent interruptions; frequently works prolonged or irregular hours. 


 

Minimum Required Qualifications

  • Education:  
    • Accredited High School diploma, GED, or Texas Certificate of High School Equivalency required;
    • Bachelor's degree from accredited college or university preferred.
  • Certification/License:  
    • Clear and valid Texas Driver's License (Passenger (P) and School Bus (S) endorsements) required;
    • Insurable by the District's insurance carrier required;
  • Experience:  
    • 5-9 years' experience in transportation required
    • Previous leadership experience preferred
  • Approved combinations:
    • HS/GED/TxCHSE (9 years)
    • Bachelor's degree (5 years)
  • Language:  
    • Bilingual (English/Spanish) working proficiency preferred in some settings.

Insurability Requirements For All Drivers

  • Must be at least 21 years old.
  • NO positive drug or alcohol tests including pre-employment, random, post-accident or reasonable suspicion.
  • Driving and accident record:
  • Valid Texas Department of Public Safety Driver Record Check Type 3A-Certified list of all crashes and violations http://dps.texas.gov/DriverLicense/driverrecords.htm
  • NO more than 2 violations during previous 36 months including:
    • moving traffic violations (including no more than 1 preventable accident);
    • failure to provide proof of valid driver's license or proof of insurance;
    • equipment violations.
  • NO Driving Under the Influence (DUI) for drug or alcohol.
  • NO leaving scene of an accident (bodily injury or physical damage).
  • NO vehicular assault, manslaughter, or homicide.
  • NO operating a vehicle with suspended or revoked driver's license.
  • NO reckless driving, speed contests, drag racing, or highway racing.
  • NO use of a vehicle in commission of a felony.
  • NO operating a vehicle without owner's permission (unauthorized use or grand theft).
  • NO permitting an unlicensed person to drive. ? NO speeding more than 20 mph over the posted speed limit.
  • NO history of a conviction in a commercial or personal motor vehicle.
  • Additional restrictions may apply if directed by FWISD's Fleet Insurance Carrier.
