Job description

Summary
Plans and manages the operations related to the Fairfax County Public Schools (FCPS) transportation program; participates in the development, oversight, and evaluation of services and activities assigned to the section.
Qualifications
Required
  • Any combination of education and experience equivalent to a bachelor's degree in a field related to transportation and/or management.
  • Four (4) years of experience in transportation operations or logistics, some of which shall have been in oversight or supervisory role.
    • Advanced degree(s) beyond the minimum degree requirement in a relevant field may be considered for some experience.
  • Must have, or be able to obtain, certification in emergency first aid, cardiopulmonary resuscitation (CPR), and the use of an automated external defibrillator [22.1-178].
  • Must possess a valid driver's license and a satisfactory driving record from the Department of Motor Vehicles that shows, within the preceding five years, there has been no convictions of driving under the influence of alcohol or drugs, convictions of refusing to take a blood or breath test, convictions of a felony, or assignment to any alcohol safety action program or driver alcohol rehabilitation program pursuant to 18.2-271.1 of the Code of Virginia or, within the preceding 12 months, there have been no convictions of two or more moving traffic violations or has not been required to attend a driver improvement clinic by the Commissioner of the Department of Motor Vehicles pursuant to 46.2-498 of the Code of Virginia.
  • Must have possession of, or ability to obtain a Class B commercial motor vehicle, as defined by the Virginia Department of Motor Vehicles and is required to possess a commercial driver's license CDL-B with P and S (passenger and school bus) endorsements with air brakes.
  • Minimum age requirement of 21 years.
  • Successful completion of FCPS bus driver training program.
  • Must have a satisfactory pre-employment physical examination and a completed School Bus Driver's Physician Certificate (form EB.001) as prescribed by the Virginia Board of Education and pass physical examination annually thereafter [22.1-178]; must submit to random testing for alcohol and controlled substances [49 CFR Parts 40 and 382].
  • Must complete the Virginia Board of Education training program on autism spectrum disorders [8VAC20-70-350].
  • Must provide a pre-employment school bus driver moral character statement (form EB.003) as prescribed by the Virginia Board of Education [22.1-178].
  • Must have completed or shall complete within the first 90 days of employment to the position, the Department of Transportation mandated Drug and Alcohol Suspicion Training for Supervisors [49 CRF 382.603].
  • Must have completed or shall complete within one (1) year of employment to the position, the "New Director/Supervisor" class conducted by the Virginia Department of Education [8VAC20-70-350].
  • Knowledge of procedures, practices, equipment, and supplies related to transportation and school bus operation.
  • Knowledge of related national, state, county, local, and School Board regulations, directives, policies, and/or codes.
  • Knowledge of county roads systems, and an understanding of road conditions related to the transport of students
  • Proficiency in the use of technology and data compilation, analysis, and reporting.
  • Ability to assess results and modify procedures.
  • Ability to effectively lead teams in multiple projects.
  • Ability to facilitate meetings and/or present information to groups.
  • Ability to develop and maintain effective working relationships throughout the school division and with the public.
  • Ability to communicate effectively, both orally and in writing.

Major Duties/Essential Functions
  1. Supervises and has primary responsibility and accountability for the daily transportation operations and scheduling activities for buses, cars, and personnel in a specified section.
  2. Assigns buses, drivers, routes, and runs ensuring efficient bus utilization based on bus size, configuration, and student capacity.
  3. Monitors road conditions during inclement weather conditions and school evacuations; and provides recommendations to school officials regarding school closures.
  4. Assists with the application and coordination of requirements for an automated transportation system.
  5. Facilitates and/or participates in regional manager meetings, team training meetings, and individualized education program meetings.
  6. Coordinates, establishes, and delivers appropriate training programs, leadership development training, and mentorship program.
  7. Tracks and monitors budgets and provides recommendations and advice related to budget development and forecasting.
  8. Manages data compilation, analysis, and reporting for evaluation and future planning.
  9. Maintains the driver seniority lists.
  10. Presents information and recommendations to senior management team.
  11. Leads and facilitates discussions among groups and individuals to reach consensus, resolve conflicts, or influence outcomes on matters of significance.
  12. Corresponds with school principals, personnel, families, and community members on transportation-related issues, inquiries, or disputes.
  13. Manages investigatory and discipline meetings.
  14. Serves as a technical advisor to users in areas related to transportation functions.
  15. Assists with developing and updating organizational policies, procedures, and guidelines.
  16. Prepares reports and correspondence, both written and oral, to include appropriate status reports.
  17. Serves as the liaison within the school division, family/community groups, outside agencies, and private outside vendors.
  18. May drive a bus on occasion as required by operational necessity.
  19. Performs related duties as required or assigned.

Work Environment/Physical Requirements
This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets, and fax machines. This position may also visit worksites in the field and be exposed to extreme heat and cold, outdoor environments, moving mechanical parts, fumes, toxic or caustic chemicals, airborne particles, vibrations, and loud noises. The employee is occasionally required to lift and/or move up to 50 lbs.
Per the FCFPSA collective bargaining agreement, telework may be approved in limited circumstances as defined by Regulation 4417.
