About the Role
The Transportation Manager is responsible for leading the daily transportation operations for a PACE (Program of All-Inclusive Care for the Elderly) program while ensuring the safe, timely, and efficient transportation of all participants. This role provides operational leadership, oversees transportation personnel, manages fleet operations, maintains regulatory compliance, and partners closely with clinical and operational teams to deliver exceptional service.
The ideal candidate is an experienced leader with a strong operational mindset who can effectively balance participant satisfaction, employee engagement, and transportation efficiency.
Experience working with the elderly for a minimum of one (1) year is required.
Work Location
Chicago, Illinois, with travel to other America West Transportation locations throughout the state of Illinois as business needs require.
Candidates must also be willing to travel outside of Ohio for training, leadership development,
and operational support as needed.
What You'll Do
Key Tasks and Responsibilities
Staff Management & Leadership
  • Recruit, onboard, train, coach, and develop transportation staff.
  • Conduct employee performance evaluations annually or as needed.
  • Address employee performance concerns and administer disciplinary action using appropriate documentation.
  • Coach, mentor, and develop Supervisors, Dispatchers, Planners, and Drivers to build high-performing transportation team.
  • Foster a culture of accountability, safety, exceptional customer service, and continuous improvement.

Scheduling & Coordination
  • Collaborate daily with Dispatchers, Planners, and Transportation Coordinators to ensure participant transportation needs are met efficiently.
  • Support daily scheduling, route optimization, and operational coordination while proactively addressing staffing gaps and service disruptions.
  • Monitor daily transportation operations and adjust staffing and schedules to maintain service excellence.

Meetings & Communication
  • Participate in required PACE meetings, including Interdisciplinary Team (IDT) meetings, family meetings, quality improvement meetings, staff meetings, and training sessions.
  • Build and maintain positive working relationships with participants, caregivers, healthcare partners, and PACE leadership.
  • Address participant transportation concerns and grievances promptly and professionally.
  • Conduct service recovery calls and implement corrective actions when necessary.

Fleet & Operations Management
  • Manage and oversee daily operations of ADA-accessible vehicles, wheelchair vans, ambulatory vehicles, and other fleet assets.
  • Maintain accurate fleet records, including preventive maintenance schedules, fuel usage, mileage, inspections, and vehicle documentation.
  • Ensure all transportation staff remain current on America West Transportation policies procedures, safety standards, and client-specific requirements.
  • Monitor fleet utilization and identify opportunities to improve operational efficiency and reduce downtime.

Compliance & Reporting
  • Ensure compliance with company policies, federal, state, and local transportation regulations, and client contractual requirements.
  • Conduct quarterly safety meetings and driver training sessions.
  • Prepare, review, and submit required operational reports while ensuring data accuracy.
  • Oversee accurate and timely data entry into the company's transportation management software, ensuring participant demographics, addresses, contact information, trip notes, and operational records remain current and accurate.

Driving Responsibilities
  • Must be prepared to operate company vehicles during and outside of normal business hours when necessary to ensure uninterrupted operations due to staffing shortages, emergencies, or other operational needs.

Process Improvement
  • Assist in developing and implementing transportation procedures that improve operational efficiency and participant satisfaction.
  • Identify opportunities to improve workflow, productivity, safety, and service quality.
  • Participate in transportation-related strategic initiatives and special projects as assigned.

Qualifications
Education & Training
  • High school diploma or equivalent required.
  • Associate's or Bachelor's degree in Business, Healthcare Administration, Logistics, Transportation, or a related field preferred.

Experience
  • Minimum one (1) year of experience working with the elderly (required).
  • Previous supervisory or management experience required.
  • Experience in healthcare transportation, senior care, PACE, or a related human services environment preferred.
  • Experience with vehicle scheduling, routing, and dispatch operations preferred.
  • Bilingual in English and Spanish (spoken and written) is required.

Working Conditions
  • Typical work schedule falls between 7:00 AM and 5:00 PM; however, flexibility is required based on operational needs.
  • Occasional after-hours calls, weekends, holidays, and emergency operational support are expected.
  • Travel throughout Ohio and occasional overnight travel are required.
  • Out-of-state travel for training and leadership development may be required.
  • Position requires operating company vehicles as needed.

Physical Requirements
  • Ability to push up to 50 pounds and assist with lifting up to 150 pounds when required.
  • Ability to sit, stand, walk, bend, and operate computers and office equipment for extended periods.
  • Ability to stand and walk for up to four (4) hours throughout the workday.
