Job Title: Senior Manager, Workforce Training Programs
Employment Status: Exempt

Reports To: Senior Director, Hiring and Training

Summary


The Brooklyn Navy Yard Development Corporation (BNYDC) is a not-for-profit corporation that serves as the real estate developer and property manager of the Yard on behalf of its owner, the City of New York. BNYDC strives to provide an environment in which innovative companies can take root and grow. Through this ecosystem, BNYDC creates high-quality jobs and career pathways for local residents.

We are seeking a Senior Manager, Workforce Training Programs to oversee technical training programs that prepare participants for careers in advanced manufacturing, climate technology, and other emerging industries. Working closely with employers, instructors, funders, training partners, and internal teams, this position plays a key role in expanding career pathways and strengthening BNYDC's Workforce development initiatives, ensuring programs support our mission of expanding access to quality careers in New York City's growing industrial sectors.

This position is partially funded through a two-year grant. Continued employment beyond the initial grant period is contingent upon the availability of funding.

Areas of Responsibility


• Lead the day-to-day operations of the workforce training portfolio, ensuring effective delivery across multiple technical training initiatives.
• Coordinate across internal teams and external partners to deliver high-quality training programs that meet participant, employer, and funder expectations.
• Oversee the launch and implementation of new training initiatives, including the EV Charging Station Maintenance program and instructional lab setup.
• Monitor program performance and implement improvements to achieve enrollment, completion, certification, and job placement outcomes.
• Manage relationships with instructors, subject matter experts, external training providers, and vendors, including oversight of training resources and program expenditures, to ensure highquality program delivery and participant success.
• Coordinate participant recruitment, selection, enrollment, career readiness, and job placement activities in partnership with the Outreach & Hiring team.
• Build and maintain employer and industry partnerships to inform curriculum, identify workforce needs, and expand employment opportunities for participants.
• Monitor labor market trends and employer feedback to ensure training programs remain aligned with industry needs 

• Support grant management, including funder communications, reporting, compliance, and program performance tracking.
• Develop and maintain standard operating procedures and recommend operational improvements based on program data and outcomes.
• Other duties as assigned. 


 

Required Skills & Abilities
• Strong organizational skills with exceptional attention to detail
• Demonstrated ability to manage multiple priorities in a fast-paced environment while maintaining high-quality work
• Ability to build productive relationships with employers, instructors, community partners, government agencies, and other stakeholders
• Excellent written and verbal communication skills, including experience preparing reports, facilitating meetings, and presenting to a variety of audiences
• Commitment to equitable workforce development and expanding access to career opportunities in high-growth industries
• Demonstrated ability to use data, performance metrics, and continuous improvement practices to strengthen program outcomes
• Proficiency with Microsoft Office Suite and CRM/program management systems (e.g., Airtable) 

Qualifications
• Bachelor's degree required; Master's degree preferred
• 5+ years of experience in workforce development, continuing education, career and technical education, or a related field
• 3+ years of experience managing workforce training operations, technical training programs, or adult education initiatives in advanced manufacturing, climate tech, electrical & mechanical systems, or related industries
• Experience supporting grant-funded workforce development programs preferred
• Must have ability to work some evenings and weekends (particularly Saturdays)
