Job description

Duties Description Reporting to the Associate Accountant, Grade 23, the Senior Accountant is responsible for performing general accounting duties. Duties include, but are not limited to, the following: Review games of chance and bingo quarterly reports filed with the Division of Charitable Gaming by licensed authorized organizations. Audit the required bell jar reports to verify that required deposits into bell jar accounts have been made and that accurate additional license fees have been remitted to the Division of Charitable Gaming.

Work with the Department of Financial Management to verify that deposits are made into the Division's bell jar account. Correspond with charitable organizations to answer questions and resolve issues regarding accurate filing of financial reports. Assist the Accountant Aide in running delinquent and billing reports and monitoring compliance with billing and delinquent notices.

Assist the Accountant Aide with reviewing and data entering checks and reports received from charitable gaming licensees. Assist with reviewing requests to disburse games of chance or bingo proceeds. Liaise with the Department of Financial Management to process insufficient funds requests and maintain reports regarding returned check fees.

Maintain licensed supplier quarterly sales data and generate reports for annual license fee reconciliation. Gather, review, and evaluate information required for audit of financial operations by licensees. Maintain spreadsheets and databases to provide analytic information to ensure accurate and timely information is readily available.

Provide financial assistance to licensees in order to reconcile gaming books and records. Provide written responses to correspondence regarding the charitable gaming program. Compile Division financial data for required annual reporting.

Assist program with annual internal controls testing. Perform other duties assigned. Preferred Skills: Intermediate or advanced knowledge of Microsoft Word and Excel Excellent verbal and written communication skills.

Highly accurate, organized, and logical work habits. Ability to multi-task and manage changing priorities. Team player with the ability to maintain good working relationships with coworkers and outside parties.

Minimum Qualifications Permanent Qualification: Candidates must currently be a permanent Senior Accountant OR Eligible List Appointment: Must be reachable on the appropriate Civil Service eligible list OR Transfer Qualification: Candidates must be a current New York State employee eligible for transfer via Section 70.1 of the Civil Service Law. OR Open to the Public: Minimum Qualifications: Accountant Trainee (SG-14): A bachelor's degree in accounting, auditing, or taxation or a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses. Accountant Trainee 2 (SG-16): A bachelor's degree in accounting, auditing, or taxation or a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses and one year of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles

* A master's or higher degree in accounting, auditing, or taxation may substitute for one year of experience. Senior Accountant (SG-18): A bachelor's degree in accounting, auditing, or taxation or a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses and two years of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles. * A master's degree in accounting, auditing, or taxation and one year of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles or a currently valid Certified Public Accountant license and registration issued by New York State.

NY HELPS: This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination.

Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified. Individuals certified eligible for the 55-b/c program under the Governor's Program to Hire Persons/Veterans with Disabilities pursuant to Section 55-b/c of the Civil Service Law are encouraged to apply.

To be considered, 55-b/c candidates must provide a copy of their letter of eligibility with their response and meet the NY HELPS minimum qualifications listed below. No Exam Required under NY HELPS. Additional Comments Prohibition against Playing and Wagering Commission employees and family members residing in their households are prohibited from purchasing Lottery tickets or claiming Lottery prizes.

Commission employees are prohibited from wagering upon any horse racing, commercial gaming, video lottery gaming, Indian gaming, charitable gaming activities, interactive fantasy sports, and mobile sports wagering within the State. To avoid any appearance of impropriety of conflict of interest, Commission employees will be prohibited from all aspects of promoting, operating, and playing in any charitable gaming, which includes bingo and games of chance such as raffles, whether the organization conducting the game is required to be licensed by the Commission. The prohibition placed upon each Commission employee from assisting with any charitable gaming does not apply to the employee's family unless the employee thinks it presents a conflict of interest related to his or her job duties.

Commission employees must also avoid any outside activities that could interfere or be perceived to interfere with their job duties. Pre-Employment Restrictions The law that established the Commission (specifically, Section 107 or the Racing, Pari-mutuel Wagering and Breeding Law) prohibits any person from being employed by the Commission if, during the period commencing three years prior to employment, such person held any interest in, or employment by, any corporation, association or person engaged in gaming activity with the State.
