Job Summary
Traffic Engineer / Senior Traffic Engineer
The City of Olathe is seeking a skilled, collaborative traffic engineering professional to support safe and efficient multimodal transportation throughout the community. This position may be filled at the Traffic Engineer or Senior Traffic Engineer level, depending on the selected candidate's qualifications, experience, and ability to perform the work.
This role performs professional traffic engineering work related to traffic operations, safety, development review, project delivery, and coordination with internal and external partners. The selected candidate will evaluate transportation issues, prepare engineering recommendations, conduct or manage traffic studies, review plans and permits, respond to public and stakeholder concerns, and support projects and programs that improve mobility and safety citywide.
What You'll Do
Depending on qualifications and level of hire, responsibilities may include:
  • Reviewing engineering plans, development plans, permits, technical documents, and temporary traffic control plans for compliance with applicable standards, policies, and engineering practices
  • Conducting and managing traffic engineering studies, including crash analyses, speed studies, pedestrian crossing reviews, sight-distance evaluations, traffic calming investigations, before-and-after studies, and operational assessments
  • Preparing technical reports, findings, and recommendations related to traffic operations, safety, and multimodal mobility
  • Supporting or leading road safety audits, annual traffic safety reporting, and implementation activities associated with the City's Safety Action Plan
  • Managing assigned traffic engineering projects, including scope, schedule, consultant coordination, technical review, budget tracking, quality assurance, and implementation support
  • Coordinating with schools, Johnson County, KDOT, consultants, developers, contractors, and other partners to resolve issues and advance project and operational goals
  • Responding to questions and concerns from residents, contractors, staff, partner agencies, and other stakeholders
  • Analyzing data to support Capital Improvement Program prioritization, corridor planning, project scoping, and operational recommendations
  • At the senior level, leading assigned traffic engineering programs, establishing priorities, ensuring quality and consistency of technical work, and providing technical guidance on staff and consultant work products

Minimum Qualifications
Traffic Engineer
Salary Range: $89,107 to $125,653
  • Bachelor's degree in civil engineering or a related engineering field from an accredited college or university, with major coursework in transportation engineering, transportation planning, or a related field
  • Minimum of five (5) years of progressively responsible civil engineering experience, with emphasis in traffic engineering or a related field
  • A master's degree may substitute for one (1) year of required experience
  • Municipal or public-sector experience preferred
  • Experience using Synchro software required
  • Professional Engineer (PE) license in Kansas, or ability to obtain within one (1) year of hire, required
  • Valid driver's license and favorable driving record required
  • PTOE certification preferred

Senior Traffic Engineer
Salary Range: $97,594 to $138,219
  • Bachelor's degree in civil engineering or a related engineering field from an accredited college or university, with major coursework in transportation engineering, transportation planning, or a related field
  • Minimum of eight (8) years of progressively responsible civil engineering experience, with emphasis in traffic engineering or a related field
  • A master's degree may substitute for one (1) year of required experience
  • Experience leading complex traffic engineering studies, projects, programs, or cross-functional technical work required
  • Municipal or public-sector experience preferred
  • One (1) year of project leadership, technical lead, and/or supervisory experience preferred
  • Experience using Synchro software required
  • Professional Engineer (PE) license in Kansas, or ability to obtain within one (1) year of hire, required
  • Valid driver's license and favorable driving record required
  • PTOE certification preferred

  • Supervise the design and inspection of public improvement projects; provide guidance to assigned staff; ensure compliance with Federal, State and City codes and regulations.
  • Exercise professional engineering judgment in accordance with currently accepted practices of civil engineering and appropriate laws and codes.
  • Assist inspectors in the interpretation of plans and resolution of problems during construction; review plans to ensure compliance with original plans and specifications; approve changes to approved plans and specifications.
  • Assist in the preparation and supervision of consultant and contractor services contracts.
  • Participate and lead a variety of special engineering studies to determine impact of various projects; prepare technical reports.
  • Recommend and assist in the implementation of goals and objectives; implement approved policies and procedures.
  • Perform related duties and responsibilities as assigned.

Experience & Qualification Guidelines: Any combination of experience and education that would likely provide the required knowledge, skills and abilities is acceptable. A typical way to obtain the knowledge, skills and abilities would be:
Experience:5 - 7 years of experience in Civil Engineering, with an emphasis in traffic engineering or a related field. 1 -2 years administrative and/or supervisory experience.
Education: Bachelor's degree in civil engineering from an accredited college or university with major course work in Transportation Engineering, Transportation Planning or related field.
Knowledge of:
  • Transportation Planning Principles.
  • Travel Demand Modeling Theory & Principles.
  • Traffic Engineering and Transportation Planning Principles & Tools.
  • MUTCD.
  • Advanced Knowledge of TransCAD, Synchro, SimTraffic, and ArcMap.

License & Certification(s): Professional Engineer's License in Kansas or ability to obtain same within 1 year is required. Professional Traffic Operations Engineer (PTOE) certification preferred. Possession of or ability to obtain a valid Driver's License.
